The Center for Policies and Reforms announces a call to select local non-governmental organizations (NGOs) or public associations that will be trained and mentored in the development of a transparency report (access to information, public participation, digitalization) of local public authorities.<\/strong><\/p>\n\n\n\n

CPR is a non-profit organization that promotes access to information and public participation; defends human rights, especially the rights to assembly and expression; and promotes an environmentally responsible society. CPR vision: a society without corruption, with democratic, transparent governance and engaged citizens.<\/p>\n\n\n\n

What is <\/strong>\u201cInstigation to Democracy: Transparent and Digital Institutions\u201d<\/strong><\/a>?<\/strong><\/p>\n\n\n\n

Since 2022, CPR has been training public officials in the areas of access to information, public participation and open data; and assessing the accountability of public institutions in ensuring these rights.<\/p>\n\n\n\n

In 2024, CPR expanded the number of monitored city halls by mentoring two local organizations, which took over the CPR methodology to analyze the activity of local public authorities in their locality.<\/p>\n\n\n\n

The selected organizations or associations will undergo a series of training sessions on:<\/p>\n\n\n\n

\u2022 The new law on access to public information;
\u2022 Good practices of public participation;
\u2022 Standards of governance and open data at the local level.<\/p>\n\n\n\n

Following the training sessions, a mentor will be assigned to the selected CSOs, who will train them, help them develop an action plan and establish partnerships with public authorities. By the end of the program, each CSO will prepare a monitoring report for the period November (2025) – February (2026), which will include the main trends and recommendations.<\/p>\n\n\n\n

Benefits<\/strong><\/p>\n\n\n\n

\u2013 Mentoring with people specialized in working with city halls and other local public authorities in the areas of: access to information, public participation and open data;
\u2013 Access to the methodology developed by CPR and guidance in its application;
\u2013 Support for CPR in establishing cooperation with LPAs;
\u2013 Financial support for monitoring;
\u2013 Contribution to increasing institutional transparency standards at the local level.<\/p>\n\n\n\n

Eligibility<\/strong><\/p>\n\n\n\n

This call is open to all local CSOs that meet the following criteria:<\/p>\n\n\n\n

\u2022 operate in a locality with a population of at least 5,000 inhabitants;
\u2022 the organization and its members are not politically affiliated.<\/p>\n\n\n\n

Evaluation criteria<\/strong><\/p>\n\n\n\n

The applications will be evaluated based on the following criteria:<\/p>\n\n\n\n

\u2022 the motivation presented in the application;
\u2022 experience in the field of transparency or public participation;
\u2022 experience working in the community;
\u2022 experience in project management will be an advantage.<\/p>\n\n\n\n

Application package<\/strong><\/p>\n\n\n\n

Organizations must submit the following documents:<\/p>\n\n\n\n

\u2022 Certificate of registration of the institution;
\u2022 A letter of motivation for participation in the program “Instigation to Democracy: Transparent and Digital Institutions” (up to 400 words);
\u2022 Description of the problems regarding access to information, transparency and public participation in the locality (up to 400 words);
\u2022 List of projects that have been implemented in the last three years: funding institution, budget and objectives;
\u2022 CVs of two key people in the organization.<\/p>\n\n\n\n
