Introduction<\/strong><\/h3>\n\n\n\n<p>These guidelines provide detailed information for organisations wishing to apply for financial support under this Call for Proposals. The funding aims to strengthen youth\u2019s resilience to disinformation and foreign information manipulation and interference (FIMI) in Moldova by conducting and supporting activities focused on media literacy, critical thinking, and awareness-raising on disinformation and FIMI.<\/p>\n\n\n\n<p>Applicants are advised to read these guidelines carefully before preparing their proposals. Applications that do not comply with the requirements outlined in this document will not be considered.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Objectives of the Call<\/strong><\/h3>\n\n\n\n<p>The overall objective of this Call for Proposals is to strengthen youth resilience in Moldova to disinformation and foreign information manipulation and interference (FIMI) by enhancing media literacy, critical thinking, and awareness among young people.<\/p>\n\n\n\n<p>The specific objectives are to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Promote media literacy and critical thinking among young audiences through engaging formats<\/li>\n\n\n\n<li>Increase awareness of disinformation and FIMI through events, collaboration with trained experts, and online content<\/li>\n\n\n\n<li>Strengthen young people\u2019s ability to identify, understand, and resist manipulative narratives<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Eligibility Criteria<\/strong><\/h3>\n\n\n\n<p>To be eligible, applicants must meet the following criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be a non-profit, non-governmental organisation registered in Moldova<\/li>\n\n\n\n<li>Have at least one (1) year of continuous activity<\/li>\n\n\n\n<li>Be non-partisan and not affiliated with any political parties<\/li>\n\n\n\n<li>Maintain a transparent leadership and governance structure<\/li>\n\n\n\n<li>Be committed to EU values (Article 2 TEU)<\/li>\n\n\n\n<li>Be willing to sign a declaration confirming no involvement in fraud, corruption, or funding from non-democratic regimes<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Eligible Activities<\/strong><\/h3>\n\n\n\n<p>Proposals must focus on activities that contribute to the objectives of this call. Examples include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organisation of events and activities in collaboration with trained young people, in particularly with \u201cDisinfo-gurus\u201d \u2013 participants of Youth Resilience Camps. (One camp was organised in August 2025 and another will be organised in the summer).<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Creation of engaging online content (e.g. social media, videos, campaigns) on disinformation, FIMI, media literacy and critical thinking.<\/li>\n\n\n\n<li>Community-based activities, including in the regions, that foster critical thinking and awareness to disinformation and FIM among young people and build their societal resilience.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5. Financial Support<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Grant value:\u00a0<strong>EUR 5,000<\/strong>.<\/li>\n\n\n\n<li>Number of grants to be awarded:\u00a0<strong>1<\/strong>.<\/li>\n\n\n\n<li>Period of implementation \u2013 from June to maximum the end of November, followed by an additional two weeks dedicated to reporting.\u00a0<\/li>\n\n\n\n<li>Disbursement: 90% will be disbursed upon contract signature, and 10% upon satisfactory completion of activities and submission of final deliverables. A no-cost extension of up to 1 month may be granted, if justified.<\/li>\n\n\n\n<li>Eligible costs include staff, content production, dissemination, equipment, travel, and other direct project-related expenses.<\/li>\n\n\n\n<li>Indirect costs (overheads) are allowed up to\u00a0<strong>7%<\/strong>\u00a0of the total budget.<\/li>\n\n\n\n<li>Co-financing not required but possible \u2013 the funding may compliment already ongoing projects funded by donors other than European Union.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6. Application Process<\/strong><\/h3>\n\n\n\n<p>Applications must be submitted by email to&nbsp;<a href=\"mailto:opencalls.moldova@globsec.org\">opencalls.moldova@globsec.org<\/a>&nbsp;no later than on&nbsp;<strong>May 17, 2026<\/strong>. Late or incomplete applications will not be considered. Please use email subject line: &#8220;Youth Grant Application &#8211; [Organisation Name]&#8221;.<\/p>\n\n\n\n<p>Applicants must submit the following documents:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Application Form &#8211; Submit as PDF. The template can be found below for download.<\/li>\n\n\n\n<li>Supporting documents: Registration certificate (scan signed by an authorised representative)<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>7. Clarification Period<\/strong><\/h3>\n\n\n\n<p>Applicants may submit questions regarding the call and its requirements by email to\u00a0<a href=\"mailto:opencalls.moldova@globsec.org\">opencalls.moldova@globsec.org<\/a> until\u00a0<strong>May 12, 2026<\/strong>. An online clarification session will be organised on the same day, with the link redistributed to all interested applicants.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>8. Evaluation of Applications<\/strong><\/h3>\n\n\n\n<p>The evaluation will take place in two stages:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Eligibility and Administrative Check:<\/strong>\u00a0ensuring applications meet all formal and eligibility criteria.<\/li>\n\n\n\n<li><strong>Technical Evaluation:\u00a0<\/strong>conducted by an independent Evaluation Committee using a scoring grid.<\/li>\n<\/ol>\n\n\n\n<p>Applications will be assessed against the following criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Relevance to the objectives of the Call (30%).<\/li>\n\n\n\n<li>Outreach potential and expected impact (25%).<\/li>\n\n\n\n<li>Innovativeness and creativity of the proposed activities (20%).<\/li>\n\n\n\n<li>Relevant Experience (15%).<\/li>\n\n\n\n<li>Feasibility and sustainability (10%).<\/li>\n<\/ul>\n\n\n\n<p>Only one highest-ranked application will be selected for funding.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>9. Contracting and Implementation<\/strong><\/h3>\n\n\n\n<p>Selected applicants will sign a grant agreement specifying activities, deliverables, financial terms, and reporting requirements.<\/p>\n\n\n\n<p>Beneficiaries will be required to submit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Progress reports<\/strong>\u00a0describing activities carried out and results achieved.<\/li>\n\n\n\n<li><strong>Financial reports<\/strong>\u00a0documenting the use of grant funds, with supporting evidence.<\/li>\n\n\n\n<li><strong>Evidence of outputs<\/strong>\u00a0(e.g., links to produced outputs, pictures from events, campaign screenshots).<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>10. Visibility Requirements<\/strong><\/h3>\n\n\n\n<p>All funded content must acknowledge EU financial support and follow EU visibility rules. Logos and disclaimers will be provided to grantees.&nbsp;Derogation from contractual visibility obligations is permitted in exceptional situations. For example, security issues or local political sensitivities may make it preferable or necessary to limit visibility activities in certain regions or during certain periods. In such cases, a proper argumentation should be submitted for issuing EU visibility waiver.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>11.
