Event Name (Assignment name): <\/strong> Moldova RSTs \u2013 Project Manager for the Single Investment Pipeline under the Growth Plan<\/strong><\/p>\n\n\n\n

Event Description: <\/strong>The assignment will support the Government of the Republic of Moldova, through the State Chancellery, in strengthening administrative and coordination capacity for the operational management of the Single Investment Pipeline under the Moldova Growth Plan.<\/p>\n\n\n\n

The embedded Project Manager will provide hands\u2011on support in the planning, coordination, monitoring and reporting of priority public investment projects, ensuring implementation readiness, effective inter\u2011institutional coordination, risk identification and mitigation, and alignment with EU requirements and accession commitments.<\/p>\n\n\n\n

The expected outcome of the Assignment is as follows<\/strong>: The assignment is expected to improve the effectiveness, coherence and delivery readiness of the Single Investment Pipeline under the Moldova Growth Plan. This includes strengthened investment planning and monitoring frameworks, improved visibility over implementation progress and bottlenecks, enhanced coordination among line ministries and agencies, and improved reporting to national authorities, the EBRD and the EU Delegation.<\/p>\n\n\n\n

The assignment will contribute to Moldova\u2019s capacity to implement priority investments in line with Growth Plan objectives and EU accession requirements, supporting timely delivery and risk\u2011informed decision\u2011making.<\/p>\n\n\n\n


Start Date and Duration of the Assignment:<\/strong> The Assignment is expected to start in 2026 and has a duration of 12 months, full\u2011time, with a possibility of extension.<\/p>\n\n\n\n

EBRD intends to select and contract a consultant (the \u201cConsultant\u201d) with the following resources and\/or expertise:<\/p>\n\n\n\n

 EBRD intends to select an individual consultant with demonstrated experience in public procurement, including procurement planning, tendering, evaluation and contract management, preferably in procurement\u2011intensive technical assistance or reform programmes. Experience in cadastral, land management, infrastructure or similar sectors, as well as familiarity with EU\u2011aligned procurement frameworks and donor\u2011funded procurement environments, will be considered an advantage.<\/p>\n\n\n\n

The consultant should demonstrate strong coordination and communication skills, ability to work in an embedded institutional setting, and fluency in Romanian and English.<\/p>\n\n\n\n
