good governance<\/li>\n<li>Governance, rule of law and human rights<\/li>\n<\/ul>\n<p><\/strong><\/p>\n<p><strong><\/strong><\/p>\n<p>EU has stressed that the independence of the Moldovan Constitutional Court is vital to ensure the rule of law and democratic mechanisms, following a parliamentary vote against the court.<\/p>\n<p>On Friday, the Members of Parliament from the Party of the Socialists, the Shor Party and the For Moldova group voted no confidence in three Constitutional Court judges, declared the appointment of Constitutional Court judge Domnica Manole two years ago invalid, and did not recognise the Constitutional Court\u2019s decision of 15 April 2021 regarding the conditions for dissolution of Parliament.<\/p>\n<p><span><span><span><span><span>Reacting to this <\/span><\/span><span lang=\"EN-GB\" lang=\"EN-GB\" lang=\"EN-GB\"><span>vote<\/span><\/span><span><span>, the President of the European Council, Charles Michel, the President of the European Commission, Ursula von der Leyen, and the High Representative, Josep Borrell, have condemned this decision and expressed their support <\/span><\/span><span lang=\"EN-GB\" lang=\"EN-GB\" lang=\"EN-GB\"><span>for <\/span><\/span><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>the reform agenda of <\/span><\/span><span><span>President Maia Sandu.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><em><span><span>\u201cUnder the Constitution of the Republic of Moldova, the Constitutional Court is independent of any other public authority and shall abide only by the Constitution.\u00a0Parliament and the executive power must<\/span><\/span><\/em><em><span><span>, therefore, respect the role of the Constitutional Court as the <\/span><\/span><\/em><em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>\u2018<\/span><\/span><\/em><em><span><span>gatekeeper of the Constitution<\/span><\/span><\/em><em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>\u2019<\/span><\/span><\/em><em><span><span>, even when they are dissatisfied with its decisions<\/span><\/span><\/em><em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>,\u201d<\/span><\/span><\/em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span> said Borrell. <em>\u201c<\/em><\/span><\/span><em><span><span>Friday\u2019s votes and declarations, therefore, constitute a blatant attack on the constitutional order of the Republic of Moldova and are an attempt to undermine the rule of law<\/span><\/span><\/em><em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>\u201d<\/span><\/span><\/em><em><span><span>.<\/span><\/span><\/em><\/span><\/span><\/span><\/p>\n<p><span><span><span><em><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>\u201cSolutions to political differences must be found within the framework of Moldovan Constitution,\u201d<\/span><\/span><\/em> <span><a href=\"https:\/\/www.facebook.com\/EUDelegationMoldova\/posts\/4682377121778205\"><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\">said<\/span><\/a><\/span><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span> Ursula von der Leyen in her personal exchange with Maia Sandu.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span>Charles Michel also <\/span><\/span><span><a href=\"https:\/\/www.facebook.com\/EUDelegationMoldova\/posts\/4682326268449957\"><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\">called<\/span><\/a><\/span><span lang=\"EN-US\" lang=\"EN-US\" lang=\"EN-US\"><span> on all political actors to fully respect the Constitution and the Rule of Law.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><strong>Find out more<\/strong><\/span><\/span><\/p>\n<p><span><span><a href=\"https:\/\/eeas.europa.eu\/headquarters\/headquarters-homepage\/97191\/moldova-statement-high-representative-josep-borrell-parliamentary-vote-against-constitutional_en\">Press release<\/a><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Strengthening Institutions &amp;
