The overall objective of the project was to enable civil society to evaluate, assess and monitor the public money spending through the existing public procurement practices by facilitating the policy dialogue between authorities and CSOs.

This project is built on the positive assumption that civil society and state agencies are bound to cooperate, and that despite the issues, civil society can be a valuable element of a better public procurement system, if rules will be respected, and when CSOs will be capable to undertake monitoring and evaluation at certain international/domestic standards.

- Strengthening the watchdog role of civil society in economic good governance ensuring greater transparency of the procurements, making sure that public resources are used in the best interest of citizens. (16 capacity building activity for CSOs developed, a Procurement Monitoring Guide for CSOs developed, national best practices from in procurement monitoring shared: Rezina, Balti, Cahul) etc.
- Assisting governmental authorities, procurement regulators and contracting authorities to comply with the principles of good governance benchmarks (transparency, efficiency, efficacy, legality, ethics and integrity) in order to improve the public procurement system and therefore the quality of public investments. In this context, round tables with government, central/local public authorities’ representatives, contracting authorities, and economic operators were organized, policy recommendations drafting and presented to the public and authorities, public debates organized, etc.). By training economic operators, has contributed to improved competition and promote healthy competition, but also transparency and integrity of PP process and to build their trust in public entities, by organizing workshops for economic operators. Also IDIS experts have developed the first and second edition of the Confidence Index in Public Procurement System. The document has aimed to bring in a complex and systematic way the perception of citizens and the business community on the national procurement system. The main objective was to foster a better connection between citizens’ and private sector’s expectations and decision-making process results conducted by public authorities.
- Ensuring a wider public access to relevant information in the public procurement system pertaining to the entire operational cycle, from the planning stage to the contract execution, as well as to any breaches of public procurement procedures, contracts’ provisions or other irregularities.
- Contributing to effective and transparent review solving system in public procurement through capacity building and monitoring (Guide step-by-step) on the procedures for preparing and submitting complaints for economic operators, the activity of NASC in terms of compliance with the principles such as celerity/rapidity, transparency, efficiency and impartiality monitored and position paper developed).

- 16 training sessions organised (with 3 study visits) for CSOs showing willingness and building up capacities to access and monitor public procurement.
- One Procurement Monitoring Handbook (in 3 languages: Romanian, Russian and English) to assist civil society organizations and citizens in procurement monitoring and detecting corrupt cases leading to damage use of public funds developed, published and disseminated.
- One field-tailored Module of Training for civil servants specialized in public procurement developed, published and disseminated.
- One Guide (step-by-step) on the procedures (in 2 languages: Romanian and Russian) for preparing and submitting complaints for economic operators developed, published and disseminated.
- 8 workshops with economic operators (participants or those who want to participate in public tenders) organised.
- 8 in-depth interviews with economic operators (participants in public procurements procedure) carried out.
- 6 round table organised.
- 6 policy papers on public procurement issues for authorities with competence in the area developed published and disseminated.
- 2 Confidence Index in Public Procurement System elaborated and launched.
- 6 report on monitoring the activity of NASC in terms of compliance with the principles as such celerity/rapidity, transparency, efficiency and impartiality elaborated and presented.

Qualitative results:
- Civil society organizations, media and wider public more aware and active in scrutinize public procurement;
- A procurement monitoring handbook developed to assist civil society in procurement monitoring;
- Public authorities more accountable, ensuring that public funds are used in procurement according to the purposed intended, that officials meet high professional standards of knowledge and integrity;
- Better dialogue between authorities and civil society for better policy framework for enhancing transparency and efficiency in public procurement;
- A greater confidence of the business community and society in the independence and efficiency of the National Agency for Solving Complaints in PP;
- A better connection between citizens’ expectations and decision-making process results conducted by public authorities.
