The EU-funded Twinning Project “Strengthening the Capacities of the Moldovan Parliament and its Role in the EU Accession Process” (Twinning Reference MD 21 NDICI OT 01 24 (MD/42)) is seeking to recruit an Assistant to the Resident Twinning Advisor (RTA).

This project will be implemented in close cooperation between the Parliament of the Republic of Moldova (as the beneficiary) and the Consortium formed by the Hellenic Parliament as the Lead MS Partner, alongside the administrations of the Parliament of Romania, the Italian Chamber of Deputies, the Hungarian National Assembly, and the Austrian Parliament as Junior MS Partners.

The overall objective is to facilitate the Republic of Moldova’s Accession Process to the European Union. The specific objective is to ensure an efficient, transparent, and participatory legislative process in the context of EU Acquis approximation and to strengthen parliamentary oversight through greater accountability for government decisions. The project will involve many activities, including expert missions, seminars, workshops, study visits, internships, drafting legislation, strategies, and implementation plans, among others. Therefore, a project Resident Twinning Advisor (RTA) from Greece (the Hellenic Parliament) will be stationed in Chisinau.

The RTA will be assisted by two local assistants: one RTA assistant and one RTA language assistant. The RTA will oversee the overall coordination and content of the activities and evaluate the project’s progress, while the project assistant and language assistant will manage project administration, logistics, translation, and interpretation. The RTA assistant will focus on project administration, logistics, drafting minutes etc., while the RTA language assistant will concentrate on translation and interpretation. However, both assistants must be able to replace and support each other when necessary.

Deliverables — Tasks of the RTA Assistant

Under the guidance of the Resident Twinning Adviser (RTA), the RTA Assistant is expected to serve as a principal assistant to the RTA and fulfill the following duties:

• Perform all necessary administrative tasks, including filing all project materials and maintaining all financial records (bookkeeping), in line with the EC procedures for external assistance and the Twinning Manual (Revision 2017 – Update 2022);

• Support the RTA as a personal assistant in his duties of general daily management, project administration, and coordination of project implementation;

• Act as a principal assistant to visiting Project Leader (PL), Junior Project Leaders (JPLs) and short-term experts (STEs);

• Aid RTA in his relations with public offices relevant to project activities;

• Establish and maintain on behalf of the project regular contacts with Beneficiary Country (hereinafter “BC”) officials involved in each of the activities and the project management, national and international experts, governmental and non-governmental organizations, stakeholders, etc.

• Prepare, organize, and support local actions of RTA, Project Leader (hereinafter “PL”), Junior Project Leaders, Deputy Project Leader (hereinafter “DPL”), Project Officer (hereinafter “PO”), and Member State (hereinafter “MS”) experts, and give support during missions by providing relevant information, making travel arrangements and hotel reservations; 

• Support the preparation of the required documentation for expert missions, trainings, and Steering Committees, edit minutes and Mission Certificates, Side Letters, etc.;

• Accompany or represent the RTA in committees, working party meetings, workshops, and seminars, including missions and field visits to regions, if any;

• Assist in the organization of meetings, seminars, conferences, training activities, workshops, study visits, and other project related events (printing and photocopying of materials, arranging rooms, equipment for presentations, etc.);

• Assist management reporting (progress, completion), draft and edit texts relevant to the project (newsletters, press releases, power point presentations, substantive documents, etc.);

• Draft programs for MS experts, agendas and minutes of meetings and any other relevant documents;

• Participate in the preparation of studies and documents in areas covered by the Twinning (research and information collection, analysis and summarization of data, monitoring of activities, etc.);

• Support the RTA, PL, DPL and PO in organization and management of project communication (web site, business cards, project logo, brochures, pamphlet, information documents, etc.) and of project visibility (organization of workshops, seminars, study tours, following up of visibility events, etc.);

• Present and promote the work of the project positively, contributing to the development of the Twinning communication strategy;

• Manage social media accounts and web platforms of the project under the supervision of the RTA;

• Standard office/secretarial activities: answering phone calls, organizing and filing all project materials and maintaining financial records, sending and receiving correspondence, e-mails, providing general clerical/desk office work, etc.;

• Develop and maintain close working contacts and relations with BC PL, JPLs and RTA Counterparts, and other BC officials involved in the project;

• Translate and interpret in the daily relations with the RTA, the staff of the BC and MS experts, and other relevant stakeholders in compliance with the project necessities;

• Assist MS experts in matters related to language problems or other problems emerging from living and working in a foreign country;

• Interpret during seminars, conferences, meetings, workshops, study visits, and other project related-events from Romanian to English and vice versa, when needed;

• Translate documents, legislation, and regulations, policy documents, implementation plans, reports, training materials, information materials, PowerPoint presentations, take minutes, prepare notes and summary records and other written materials necessary for the project from Romanian to English and vice versa;

• Follow the Project policy regarding behavior, appearance, health, safety, security, payment regimes and use of Project equipment, etc.;

Requirements for the RTA Assistant

The successful candidate should have the following qualifications:

• University degree*, preferably in Law or Political Sciences, or in another related field; Familiarization with parliamentary issues would be an asset;

• To hold the Republic of Moldova citizenship or having valid residence and working permits in Moldova;

• Excellent command of spoken and written English and Romanian language;

• Computer literacy (e.g. MS Office Word, Excel, PowerPoint, Internet);

• Excellent abilities in drafting documents;

• Experience or eagerness in devising and implementing a communication/visibility strategy;

• Ability to manage several tasks simultaneously;

• Understanding of digital marketing strategy and social media management;

• Some understanding of financial management;

• Excellent organizational and communication skills;

• Able to work independently as well as part of a team and be initiative and flexible;

• Maintain confidentiality in all matters relating to the realization and management of the project;

• Applicants should not be civil servants or on leave in the Beneficiary administration (Parliament of Moldova) during at least the six months preceding their hiring;

• Applicants may not have or recently have had any contractual relation with the Beneficiary administration (Parliament of Moldova) during at least the 6 months preceding their hiring;

• Applicants shall not have been involved either in the selection process or in the drafting of the Twinning Contract.

(*) Lack of a university degree may be compensated by current studies near completion, skills, and a substantial amount of relevant work experience.

The following skills will be considered an asset for RTA Assistant:

• Experience in EU-funded projects, especially as RTA Assistant in a former Twinning project;

• Experience of working for the Parliament of Moldova or the government in the past (excluding the 6 months preceding the hiring, as above mentioned) or knowledge of parliamentary procedures;

• Experience of working in an international environment;

• Professional knowledge of digital marketing and social media management;

• Knowledge of EU policies and institutions;

• Knowledge of Moldavian constitutional/parliamentary framework;

Duration and remuneration of the contract

• duration: till beginning February 2027 (start date: May 2025)

• full-time (40 hours per week)

• (gross and all-inclusive) salary: 1500 € per month

• contract type: fixed-term service contract

The payment will be done according to the terms of the contract. The contract will be signed by both parties for the remaining implementation period of the Project. The assistant will be contracted by the Member State, Greece, namely the European Projects Implementation Service of the Hellenic Parliament. It will be his/her sole responsibility to comply with all legal requirements for self-employment as well as to cover all related taxes and charges.

The RTA Assistant will be employed full-time and stationed in Chisinau, at the Parliament of the Republic of Moldova (105 Stefan cel Mare Avenue, 2073, Chisinau). He/she will report to the Resident Twinning Adviser.

The RTA Assistant may be placed on a one (1) month probation period consisting of the assignment of actual deliverables under close supervision by the Project team, for performance evaluation.
