Republic of Moldova’s Economic Growth Plan – Discussed in a Dialogue with the Media

A press club titled “The Economic Growth Plan for the Republic of Moldova: Between Expectations and Implementation – What Should We Watch For?” was held at Europe Café on 13 May 2025. The event was organized by the Independent Analytical Center “Expert-Grup” in partnership with IPRE, AO “Institutum Virtutes Civilis” and the Friedrich Ebert Foundation Moldova.

The discussion focused on Moldova’s key economic priorities for the coming years, exploring the content and implementation pathways of the Growth Plan, along with the challenges and responsibilities that lie with public institutions and civil society.

As context, we recall that on 9 May in Chișinău, the Agreement on the Economic Growth Plan for the Republic of Moldova was signed, amounting to €1.9 billion. The document was signed by the European Commissioner for Neighbourhood and Enlargement, Marta Kos, and Moldova’s Prime Minister, Dorin Recean. Launched by the European Commission in October 2024, the Growth Plan is the most comprehensive EU initiative of financial and technical support for Moldova, built around three main pillars:

  • increasing financial assistance over the next three years through a dedicated Reform and Growth Facility for Moldova;
  • enhancing Moldova’s access to the EU Single Market;
  • supporting critical socio-economic and structural reforms in the country.

Opening the event, Julda Kielyte, Team Leader for Inclusive and Competitive Growth at the EU Delegation to Moldova, stated:
“The signing of the Growth Facility Agreement during Commissioner Kos’s official visit marks a significant milestone. This agreement will enable EU funds to act as a catalyst for attracting additional investments from international financial institutions and the private sector — thus strengthening Moldova’s transition towards a resilient, competitive, and inclusive economy. The Growth Plan is a core pillar of the EU’s enlargement and neighbourhood strategy. It aims to accelerate Moldova’s economic growth, foster socio-economic convergence with the EU, and support the implementation of key structural reforms. At the same time, the Plan paves the way for Moldova’s gradual integration into the EU Single Market even before formal accession.”

The discussions at the press club reconfirmed the importance of strengthening cooperation between public authorities, civil society, and international partners to transform Moldova’s economic priorities into tangible, sustainable outcomes aligned with the country’s European integration objectives.
