The European Union is Moldova’s largest partner, driving progress in economic growth, governance reforms, infrastructure development, and social well-being. Through strategic investments and cooperation, the EU actively supports Moldova’s path to a prosperous, stable, and connected future. Hundreds of projects across various sectors contribute to improving the quality of life for citizens, fostering business growth, creating jobs, and expanding opportunities for young people.

EU – Moldova relations

The Association Agreement between the Republic of Moldova and the European Union, signed on 27 June 2014 and fully in force since 1 July 2016, provides the basis for political cooperation and economic integration between the two parties. It includes the Deep and Comprehensive Free Trade Area (DCFTA), which facilitates access for Moldovan goods and services to the EU market, reduces trade barriers and supports the alignment of national legislation with European standards. The European Union is the Republic of Moldova’s main trading partner.

EU negotations

The Republic of Moldova was granted EU candidate country status in June 2022, and official accession negotiations began in June 2024. In 2026, negotiations were opened on four of the six thematic clusters: “Fundamentals”, “External Relations”, “Internal Market” and “Competitiveness and Inclusive Growth”. The next stage involves opening negotiations on the remaining two clusters and continuing the reforms needed for accession.

EU support: More than just numbers

The EU’s support for Moldova goes far beyond financial assistance—it translates into stronger institutions, modern infrastructure, economic opportunities, and tangible improvements in people’s daily lives. While many recognize the EU as Moldova’s largest partner, there is always more to discover about the depth and impact of this support.

Between 2021 and 2025, the EU allocated over €1.2 billion in grants to Moldova. This assistance included essential direct budget support for the country’s energy security and the transition to clean energy, helping protect 1.2 million households from rising energy bills. The EU also provided ongoing support for justice sector reforms, aimed at strengthening judicial independence and improving institutional efficiency. .

In 2024, the European Union has approved an unprecedented financial package of €1.9 billion to support the Republic of Moldova in its preparations for EU membership. Moldova Growth Plan aims to accelerate essential reforms, boost the national economy, and ensure gradual access to the EU single market.

Beyond direct funding, the EU has implemented over 400 projects since 2017, both locally (across Moldova) and regionally (in cooperation with Eastern Partnership countries), driving progress across diverse sectors.
