Whistleblower protection and corruption prevention in the Ministry of Internal Affairs and Border Police: international experience
Representatives of the General Inspectorate of Border Police (GIBP) participated in the training session “Protection of whistleblowers and preventive measures against active corruption in the Ministry of Affairs (MIA) and the GIBP: international experience, practice, and lessons learned”, held on 16–17 and 19–20 March 2026, Chișinău. The activity was organized within the EU-funded project “EU4Borders Security – Moldova.”
The activity aimed to strengthen the requirements for the development of a whistleblower protection system within the organization, as well as measures to prevent and combat active corruption.
During the four days, participants from the two groups analyzed international experience and best practices of the protection of integrity whistleblowers, effective mechanisms for reporting irregularities, and tools for preventing active corruption within GIBP. Discussions also focused on strengthening internal reporting mechanisms for corruption-related violations, promoting a zero-tolerance approach to corruption, and sharing best practices from EU countries on whistleblower protection.
Throughout the training, officers worked in groups to gain practical experience in addressing various risk situations, professional responsibilities, and the role of each individual in strengthening an environment free from corrupt practices, as well as methods and strategies for preventing and combating corruption.
By participating in this training, the GIBP reaffirms its commitment to promoting integrity, professionalism, and responsibility—essential elements for strengthening public trust and ensuring the effective functioning of a secure border management system.

The project “EU4Borders Security – Moldova” is funded by the European Union and implemented by the Central Project Management Agency (CPVA) from Lithuania, the Solidarity Fund PL and the International Organization for Migration.
