Through the Partnership for Good Governance (PGG) programme, the European Union and the Council of Europe work together with the Eastern Partnership countries to support the alignment of the national legislation and practice with European standards according to the individual needs of Eastern Partnership countries, with an ambition to increase the region’s resilience and, more specifically to achieve the 2020 targets set in the EU 2020 deliverables and the Post 2020 Priorities for the Eastern Partnership countries on human rights, the rule of law and democracy. Working closely with national authorities and other stakeholders, the Programme helps to bring changes to the national legal framework and practices through reviews of legislation, improving the efficiency of the national institutions, reinforce capacity of the national stakeholders, and sharing of information, experiences, and best practices, through county-specific and regional projects.
The first phase of the Programme, which included 42 country-specific and multilateral initiatives, ran from 2015 to 2018.
The second phase of the Programme, comprising 10 country-specific and 4 regional projects, runs from 2019 to 2022 (with an extension until 28 February 2023).
Конкретные цели
The overall objective of the Programme is to increase the stabilisation and resilience of the Eastern partnership countries.

Specifically, the Programme aims to:

- Foster the implementation of key judicial reforms with a view to strengthening the independence, quality and efficiency of the judiciary.
- Strengthen the rule of law and anti-corruption mechanisms and combat money laundering/terrorist financing.
- Promote gender equality and non-discrimination and protect the rights of vulnerable groups and women.
- Provide legal advice by the Venice Commission and other Council of Europe bodies linked to priority related reforms through the Quick Response Mechanism.

Ожидаемые результаты
- Contribute to effective implementation of judicial reforms, with a view to strengthen independence, effectiveness and efficiency of the judiciary in line with the European standards.
- Support the establishment of an impartial and efficient justice system, key element for building societies based on the respect of the rule of law and human rights.
- Contribute to the application of new national legislative frameworks and introduce anti-corruption/anti-money laundering mechanisms in line with European standards, including on beneficial ownership registries for legal entities as well as on the seizure, confiscation, recovery and management of crime proceeds (nationally and internationally).
- Protect the rights of vulnerable groups of people through our contribution to combat discrimination, in line with Council of Europe standards to reinforce non-judicial redress mechanism for victims of discrimination, hate crime and hate speech.
- Ensure equal and non-discriminatory access to justice to women, in particular women victims of violence, in line with the CoE Convention on Preventing and Combating Violence against Women and Domestic Violence (Istanbul Convention).
