European Council renews the restrictive measures for those destabilizing the situation in Moldova

The Council decided to prolong EU restrictive measures against those responsible for actions aimed at destabilizing, undermining or threatening the sovereignty and independence of the Republic of Moldova, until 29 April 2026.

These restrictive measures currently apply to a total of 16 individuals and 2 entities.

Those listed under the EU sanctions regime are subject to an asset freeze. It is also prohibited to make available funds or economic resources to them, either directly or indirectly. Additionally, a travel ban applies to the natural persons listed, preventing them from entering and transiting through the territories of EU Member States.

In its conclusions of 21-22 March 2024, the European Council reaffirmed its commitment to provide all relevant support to the Republic of Moldova in addressing the challenges it faces as a consequence of Russia’s aggression against Ukraine, and to strengthen the country’s resilience, security and stability in the face of destabilising activities by Russia and its proxies.

EU restrictive measures were first introduced in April 2023 at the request of the Republic of Moldova in order to target persons responsible for supporting or implementing actions which undermine or threaten its sovereignty and independence, as well as the country’s democracy, the rule of law, stability or security.

Efforts to destabilise Moldova have noticeably increased since the beginning of the Russian war of aggression against Ukraine, and represent a direct threat to the stability and security of the external borders of the EU.

The EU remains unwavering in its support for the Republic of Moldova and its peace, resilience, security, stability, and economic growth in the face of destabilizing activities by external actors. Learn more here.

European strategic support for Moldova’s security

The European Union has reaffirmed its strong commitment to the security of the Republic of Moldova by providing tangible support to the country’s law enforcement and defence institutions. During an official visit to Chisinau, European Commission Vice-President and High Representative for Foreign Affairs and Security Policy, Kaja Kallas, attended a presentation showcasing key equipment and technologies delivered by the EU through the Integrated Response Mechanism for Ukraine project and the European Peace Facility.

The event gathered representatives from the Ministry of Internal Affairs, the Ministry of Defence, the EU Delegation to the Republic of Moldova, and other senior government officials. Cutting-edge equipment for the General Police Inspectorate’s Special Police Brigade “Fulger” was displayed, including a mobile command centre, bulletproof vests, protective helmets, specialized vehicles, software and communication equipment. Additionally, the National Army showcased engineering equipment, a fully equipped field hospital, modern ambulances, drones and a robotic intervention tool.

“These contributions from the European Union play a vital role in strengthening the security of the Republic of Moldova by enhancing the response capacity of the internal security forces in the face of growing hybrid threats,” said Minister of Internal Affairs Daniella Misail-Nichitin.

Defence Minister Anatoli Nosatii also emphasized the importance of the support provided through the European Peace Facility: “We are grateful that the European Union launched the European Peace Facility in 2021. That same year, the Council of Europe approved the first financial assistance package of €7 million for Moldova’s defence sector. Some of the equipment and technology purchased with this funding was showcased today. I want to take this opportunity to express gratitude to the EU Member States which, through this initiative, are helping to promote peace and security in the region. Together with our European partners, we are building a safer Moldova,” said Minister Nosatii.

European Commission Vice-President and High Representative for Foreign Affairs and Security Policy, Kaja Kallas, reaffirmed EU’s commitment to strengthening Moldova’s security:

“The European Union continues to support Moldova. Since 2022, we have provided €197 million to assist Moldova’s armed forces and police and we will continue to stand by you. Defence is not only about military strength. It is also about communication, support for civilians, demining efforts, and ensuring the police and army have the equipment they need to be effective.”

The strategic dialogue held during the visit focused on enhancing European security cooperation, particularly through the EU’s Foreign Policy Instrument (FPI) and the European Peace Facility (EPF). Both instruments contribute to building Moldova’s institutional resilience and ability to respond to regional security challenges.

“Strengthening the response capabilities of our forces is key to resilience in the face of an atypical war – one that relies on unconventional tactics and technologies. The European Union’s contribution is essential to our national security and we deeply value the fact that we are standing together in these decisive times,” emphasized the Minister of Internal Affairs.

The event marked a reaffirmation of the strategic partnership with the European Union and a significant step toward a safer Moldova, prepared to face the challenges of an increasingly complex security landscape.

– этапы интеграции Молдовы в Европейский Союз;
– основные препятствия на этом пути;

28.5 Million Lei for 89 Businesses in the Republic of Moldova

89 companies from the Republic of Moldova have received grants totaling 28.5 million lei. Investments in the economy amount to 57 million lei. The funds will be used for the purchase of high-performance equipment, process digitalization, and consultancy services. This financial support translates into more competitive businesses, better-paid jobs, and greater opportunities for citizens across the country.

The support comes from the Government of the Republic of Moldova, which is providing 18 million lei to 47 companies. The European Union is supporting another 40 companies with 9.5 million lei, and two companies are backed by the World Bank Group with almost 866 thousand lei. All these grants are provided through various programs managed by the Organization for Entrepreneurship Development (ODA).

Currently, these companies employ 674 people. With the help of the grants, at least 400 new jobs will be created.

During the event, Deputy Prime Minister and Minister of Economic Development and Digitalization, Doina Nistor, emphasized the importance of investments that support local businesses focused on innovation and added value:

“As different as they may be, all these businesses contribute to a common goal: creating products with added value and fostering innovation. Our economy needs this more than ever. If we want real growth, we must produce more than just raw materials – we must transform, process, innovate. And these entrepreneurs are already doing just that,” said Deputy Prime Minister Doina Nistor.

Máté Csicsai, Chargé d’affaires ad interim of the Delegation of the European Union to the Republic of Moldova, highlighted the positive impact of EU grants and the continued commitment of the EU to the development of the SME sector.

“Whenever my team and I conduct working missions in different regions of the Republic of Moldova, we make an effort to visit small and medium-sized enterprises that have already benefited from EU grants. We are always pleased to see that the grants are being strategically used by entrepreneurs – whether for greening their businesses, digitalization, or equipment modernization – thus contributing to job creation and market expansion.

We are also glad to see that many of these businesses are family-owned. The European Union will undoubtedly continue to support SMEs, as they are a key driving force in strengthening Moldova’s economy and an essential pillar of the recently approved Growth Plan for Moldova,” said Máté Csicsai.

Next, Vadim Codreanu, Director of the Organization for Entrepreneurship Development, emphasized the growing interest of entrepreneurs and the diversity of support programs available to them.

“The interest of entrepreneurs in grants confirms that when support is available, businesses thrive. Today, 21 companies are signing contracts through the Tourism Program, 30 through the Women Entrepreneurship Program, 14 businesses are supported by the Start for Youth Program, and 8 through the Re-Technologization Program. Another 14 companies received funding through the PARE 1+2 and Green Economy Programs, and two companies are receiving non-reimbursable financing through the Competitiveness Program. Each grant program is designed to meet the real needs of the business environment,” said Vadim Codreanu.

It is worth mentioning that, since the beginning of the year, 220 companies have received grants through ODA, totaling 97 million lei. This financial support will generate investments of over 189 million lei in Moldova’s economy.

Out of these, 162 are funded from the state budget, 54 benefit from financial support provided by the European Union through the “European Union for Small and Medium Enterprises” project, and four companies have been funded by the World Bank Group.

Moreover, the project will strengthen the public administration’s capacity to implement reforms, enhancing strategic planning and sectoral policy-making. It will also increase stakeholders’ understanding of EU policies, legislation, and regulations. Additionally, it will strengthen the administrative and institutional capacity to meet EU accession requirements and accomplish the priorities set out in Moldova’s Growth Plan to develop a competitive market economy. To achieve these goals, thirteen EU High Level Advisers, as well as mid- and short-term international and local experts are deployed within the project, to provide long-term support to key public administrations.

The launch event brought together EU and Moldovan top level officials, representatives of the state institutions, civil society, media and other key stakeholders. In the beginning of the event, Prime Minister Dorin Recean welcomed the initiative, stating that….

Jānis MAŽEIKS, EU Ambassador to the Republic of Moldova spoke about the importance of the project, highlighting: “At its core, this initiative is about helping Moldovan institutions do what society expects them to do: deliver for Moldovan citizens — transparently, effectively, and in full alignment with the values and standards of the European Union. ‘Checkmate, with Ion and Ignat’ – EU-funded animated series premieres on Moldovan TV

Ion and Ignat were childhood classmates, but their paths in life have taken them in different directions. Their views on the future of Moldova may vary, but one thing still unites them—their shared passion for chess. This is the plot of ‘Checkmate, with Ion and Ignat’, a new animated series launched by Jurnal TV Moldova in collaboration with EU NEIGHBOURS East and renowned Moldovan artist Mitoș Micleușanu.

Through engaging comedy animated sketches, the series explores key topics such as EU support for Moldova, the benefits of European integration, media literacy, and the way that Moldovans consume information.

By adopting this creative and innovative approach, the project aims to enrich public discourse on EU enlargement, enhance understanding of EU policies in Moldova, and counter Russian disinformation narratives related to EU support.

“We believe this unique format will help people better understand the EU and what it offers Moldova. Additionally, we see this project as our contribution to promoting media literacy and fostering healthier content consumption habits in Moldova,” says Jurnal TV Programme Director Dumitru Mișin.

Artist Mitoș Micleușanu explained the creative concept at the core of the project: “The concept originated from the search for an accessible and credible format for the general public, especially in this socially and politically complex period that Moldova is currently going through. The project emphasises the debates and contradictory discussions between the two protagonists, who, despite their disagreements and differing perspectives, maintain a collegial relationship, filled with irony and shared interests.”

Micleușanu believes that this project advocates for principles based on human rights, and educational, cultural, and economic progress, and supports the European Union’s efforts to maintain the democratic course of Moldova, to preserve and promote a clear, realistic, and unaltered EU perspective.

EUROPE DAY 2025: ‘PEACE, PROSPERITY, DIGNITY – EUROPE IS YOU!’

The Delegation of the European Union to the Republic of Moldova, together with the Embassies of the EU Member States, marks Europe Day 2025 in several regions of the Republic of Moldova. The traditional European Village will be organised this year in Chișinău on 9 May and in Căușeni on 17 May, offering educational, creative and interactive activities and surprises for all generations. Europe Day 2025 marks the fundamental values that have underpinned the formation and development of the European Union – principles that have transformed the 27 member states into prosperous countries dedicated to promoting human rights, peace and progress. Europe Day 2025 also marks the 75th anniversary of the Schuman Declaration (9 May 1950), which laid the foundations for the European Union as we know it today.

Under the theme ‘PEACE, PROSPERITY, DEMNITY – EUROPE IS YOU!’, Europe Day 2025 will be marked throughout the month of May with activities and events planned in several regions of the Republic of Moldova. They will highlight the continued support of the European Union and its Member States to the Republic of Moldova, as well as the rich cultural diversity that defines the member countries of the European family. This year, the cultural heritage of the Republic of Moldova will feature prominently in the Europe Day events.

“On Europe Day, we celebrate unity, peace, and prosperity — fundamental values that bring us together as we build a common future in our great European family. Above all, peace is the foundation upon which everything else is built. A country that chooses war, destruction, and oppression is doomed to corruption and lawlessness. Russia’s war against Ukraine is a painful reminder of what truly matters. Moldova has felt the impact of Russia’s pressure — through economic intimidation, energy blackmail, and disinformation campaigns aimed at dividing society. And yet, Moldova has stood firm. Moldova remains strong. Because it is not alone.

The European Union stands with you! When a Moldovan farmer gains access to European markets, when a student goes abroad through the Erasmus+ programme, when a village receives clean drinking water with EU support — these are real changes in people’s lives.

This year, on Europe Day, let us reaffirm our commitment to the values that unite us and make us stronger: Peace, Prosperity, and Dignity. Because Europe is not just a place. Europe is an idea. Europe is a choice. Europe is your family. And Europe is YOU,” stated Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova.

In the capital city, the European Village will be organised on 9 May in the Great National Assembly Square. 19 EU Member States are ready to share their cultural and culinary traditions with the visitors of the European Village in Chișinău. 56 EU-funded projects providing assistance in various fields such as rural, economic and social development will provide visitors with information about the activities and who are or can become concrete beneficiaries of this assistance. In the evening, the public can enjoy an exceptional concert by Vali Boghean, Marej, Vopli Vidopleasova from Ukraine, Zdob and Zdub and LUPII lui Calancea together with GUZ and the Osoianu Sisters.

the European Village organised on the occasion of Europe Day on 17 May in the centre of Căușeni. The event will culminate with a remarkable concert by the famous Pașa Parfeni, Zdob și Zdub.

European cuisine will be featured in the European Village in both towns, which will also host a range of cultural and interactive activities for all ages: children, youth and adults. And senior citizens – grandfathers and grandmothers – will enjoy dancing, sports, nutrition and health lessons.

Events dedicated to Europe Day 2025 will also be organised in Cahul, Ungheni and other localities, in cooperation with EU-funded projects, local public authorities, the network of Euroclubs and European Information Centres across the country.

Moreover, the European Film and Culture Festival will take place in several localities of the Republic of Moldova, including villages and towns, between 9-31 May. Entry is free for all who want to discover European films, dance, exhibitions and music.

The agenda of events is available on https://eu4moldova.eu/europe-day-2025. We invite you to participate in these large-scale events organised on the occasion of Europe Day!

The fourth edition of the joint Internship Programme of the European Union and the Government of the Republic of Moldova – a unique opportunity for young people to get first-hand experience in the country’s state institutions under the mentorship of EU High Level Advisers – was officially launched today in the State University of Moldova.

Paid internships in state institutions, funded by the European Union

The fourth edition of the joint Internship Programme of the European Union and the Government of the Republic of Moldova – a unique opportunity for young people to get first-hand experience in the country’s state institutions under the mentorship of EU High Level Advisers – was officially launched today in the State University of Moldova.

Students, master students and recent graduates can spend two summer months working hand in hand with civil servants and EU experts, exploring what public administration means. Interns will receive a monthly allowance of 200Euro, funded by the European Union.

The Programme was presented by the EU Ambassador Jānis Mažeiks  and the State Secretary of the Government Ana Calinici, who shared their motivating career stories. The event was also marked by a festive signing of a Memorandum of Understanding between the Government, the Rectors’ Council and the Eu-funded project ‘Moldova is Europe – Support for EU Integration’.

In order to become an intern within the Programme, aspiring candidates submit a CV and motivation letter to stagii@eu4moldova.eu by 20 May. The short-listed candidates who meet the requirements will be invited to an interview, where members of the Selection Committee (representatives of the Government, the EU Delegation to Moldova and EU High Level Advisers) will select the most knowledgeable and motivated young people. A detailed regulation of the Programme is available at www.eu4moldova.eu/support-for-eu-integration/#internship.

At the end of the Internship, graduates will receive certificates attesting their participation in the programme. Moreover, a graduate can benefit from the opportunity of getting employed in the civil service without competition and without testing period: for this, s/he should undergo one more month of internship and apply for a position in the same subdivision.

Previous editions of the Programme proved to be highly successful, already bringing a number of young people to the country’s public administration: graduates of the Programme are now employees of the State Chancellery, the Ministry of Economic Development and Digitalization, the Ministry of Foreign Affairs, Ministry of Education, Ministry of Finance, Ministry of Labour, Social Protection and Family and other entities.

The joint EU – Republic of Moldova Internship Programme runs in parallel with the Government’s programme of paid internships in state institutions – both initiatives being presented today to over 100 students of the State University, as well as yesterday to about 100 students of the Cahul State University. The promotional campaign of the internship programmes will continue in May in the Balti State University, the Academy of Economic Studies, the Free Independent University of Moldova, as well as online for students from diaspora. Besides, a stand promoting the internship opportunities will be displayed during the Europe Day celebration in the European Village in Chisinau.

Simple habits can help us save energy and protect the planet

Ozzy is our Young Energy Ambassador and comic book star. He’s passionate about saving the planet. Ozzy and the EU have some easy tips for us all. Try an Ozzy tip and get active for the planet:

1. Swap and recycle. Reduce waste and energy on transport and packaging.
2. Save water by turning the tap off when not in use.
3. Turn off lights not in use. Remember the TV and computer too!
4. Walk or ride a bike instead of going by car.
5. Use better bulbs. LED bulbs use 90% less energy and last 25 times longer.

What is renewable energy?

Natural sources, such as water, sun and wind, are constantly renewed even if we use them to generate energy to power our homes and cities. This is why we call them renewable energy.

How do wind, sun and water generate energy?

Wind energy. The wind naturally produces energy. The force of the wind can be powerful, and a natural source for us to use. This energy is generated by wind turbines. A power station is a group of wind turbines in the same location. These are also known as wind farms.

Sun energy. Sun energy is also known as solar energy. Solar panels convert the sun’s energy into electricity. This can be used to power anything, and stored in batteries for later. Solar collectors also transform the Sun’s energy. These turn energy into heat instead of electricity.

Water energy. Water energy is also known as ‘hydro’ energy. The force of water currents can generate electricity, which can power homes or entire communities. A small hydropower plant produces up to 100 KW of electricity by using flowing streams or water flow.

In 2021, the government of the Republic of Moldova started the justice sector reform, aiming to ensure integrity and accountability of justice sector stakeholders and to increase society’s trust in the justice sector. As part of the justice sector reform, the government decided to conduct an extraordinary vetting exercise of judges and prosecutors, to improve the integrity in the justice sector.

Two Financial analysts to support the Superior Council of Prosecutors

In 2021, the government of the Republic of Moldova started the justice sector reform, aiming to ensure integrity and accountability of justice sector stakeholders and to increase society’s trust in the justice sector. As part of the justice sector reform, the government decided to conduct an extraordinary vetting exercise of judges and prosecutors, to improve the integrity in the justice sector.

This vetting process is a unique endeavour for the Moldovan society. It is a thorough and tough process that can happen only once in a good way. It asks a lot of society: there might be temporarily limited capacity in the justice sector, and it can have substantial consequences for personal careers. Yet it is also a historic process, that works towards the betterment of the Moldovan justice sector and will therefore have positive impact on Moldovan society in the end.

  • Identify and report any financial inconsistencies, deficiencies or risks in the context of the ethical and financial integrity evaluation;

  • Drafting structured summary/compliance notes, highlighting relevant financial aspects, possible non-compliances and risks, in order to support the SCP members in the decision-making process;
  • Providing technical assistance in drafting specific questions (especially of financial nature) to be addressed to prosecutors by the reporting member or during the hearings held before the SCP;
  • Advise SCP to develop and/or improve internal rules during the transition from the external evaluation process by the prosecutorial Vetting Commission to the SCP’s evaluation;

Peace Negotiation Training at Europe Café

Ten students from the “Ștefan cel Mare” Academy of the Ministry of Internal Affairs participated in the first training workshop on “Negotiations in Peace Processes,” organized by the Institute for Democracy and Development (I4DD) and DCAF, with support from Sweden. Hosted at Europe Café, the workshop marked their appointment as Peace Ambassadors.

The group — five young women and five young men preparing for careers in law enforcement — explored the “Women, Peace and Security” agenda and Moldova’s second National Action Plan for implementing UN Security Council Resolution 1325 (2023–2027). The training covered negotiation stages, psychology, principles, relationship-building, strategies, and gender-sensitive approaches to peacebuilding.

Through practical exercises, case studies, and role-playing, participants examined how to counter gender stereotypes and biases in peace negotiations.

They identified gender-based inequalities, developed skills to formulate negotiation offers, build credible communication, and apply terminology related to conflict sensitivity and peacebuilding. They also explored power imbalances and the responsibilities of negotiators in ensuring more resilient peace processes.

Topics discussed over the two-day workshop included:
– the roles of women and men in pre-, during, and post-negotiation phases
– the cycle of inequality in peacetime and how it worsens during conflicts
– specific barriers and threats faced by women and children
– the vital contribution of women to peace efforts

A highlight of the training was a session led by Ukraine’s former Minister for Occupied Territories and Internally Displaced Persons (2016–2019), who shared first-hand experience from Ukraine.

This activity supports the implementation of Moldova’s National Action Plan for UN Security Council Resolution 1325 (approved by Government Decision No. 152/2023) and strengthens cooperation between I4DD and the Ministry of Internal Affairs.

The workshop provided a platform for women and men to engage in dialogue, share power, and influence peace negotiation processes together. It was part of the project “Strengthening Peace, Human Rights, and the Role of Women in the Women, Peace and Security Agenda and Community Resilience,” implemented by I4DD in partnership with DCAF and supported by Sweden.

The EU and the International Labour Organization support the development of the Ministry of Labor employees

The European Union and the International Labour Organization (ILO) continue to support the development of the labour market and the enhancement of access to improved employment opportunities in the Republic of Moldova. Between 14–17 April 2025, approximately 50 representatives from the National Employment Agency (NEA) and the Ministry of Labour and Social Protection (MLSP) participated in a series of intensive workshops aimed at modernising employment services and improving performance management systems. These activities are part of a broader effort to support the institutional reform of NEA and MLSP through the development of skills and results-oriented approaches.

Participants explored and analysed European best practices, contributing to the development of action plans tailored to the national context. The sessions were facilitated with the support of international ILO experts, who provided comparative insights into institutional methodologies and experiences from European Union member states.

Over the course of four days, NEA and MLSP specialists took part in interactive sessions and practical applications covering, among other topics:

  • the use of e-learning modules in the continuous training of staff;
  • the design and delivery of modern employment services tailored to client needs;
  • the development of active labour market programmes, integrating international practices in career guidance and individualised support;
  • the implementation and monitoring of institutional performance, using key performance indicators (KPIs) and measurement systems aligned with EU and ILO standards;
  • the creation of a sustainable network of internal trainers to support long-term organisational learning.

Through this initiative, the European Union and the ILO are directly contributing to enhancing the quality and efficiency of public employment services in Moldova, fostering an approach based on continuous learning and adaptability to labour market dynamics.

These activities are part of the project “EU Support for a More Inclusive Labour Market in the Republic of Moldova,” funded by the European Union and implemented by the International Labour Organization.

Ten Fire Stations in Moldova to Be Renovated with the European Union support

Ten territorial and volunteer fire stations across the Republic of Moldova will be renovated thanks to financial support from the European Union, as part of the ”EU4Moldova Resilience – Secure State, Resilient Communities” project. Each selected locality will receive up to 418,000 MDL in funding, contributing to the modernization of emergency infrastructure and the improvement of working conditions for firefighting teams.

The selected localities are: Mereni (Anenii Noi), Sireti (Straseni), Larga (Briceni), Scoreni (Straseni), Razeni (Ialoveni), Suhuluceni (Telenesti), Carpineni (Hincesti), Tomai (UTA Gagauzia), Lalova (Rezina), and Geamana (Anenii Noi). These localities were chosen following a grant call launched in December 2024 by Solidarity Fund PL in Moldova.

Renovation works will include improvements to existing infrastructure such as repairing ceilings and floors, upgrading ventilation and insulation systems, and modernizing sanitary and rest areas. These upgrades aim to create safer, more comfortable, and better-equipped environments for firefighters as they carry out their daily duties.

In addition, as part of the ”EU4Moldova Resilience – Secure State, Resilient Communities” project, 35 fire stations will be equipped with modern intervention tools and advanced communication systems. This investment will enhance the professional preparedness of both career and volunteer firefighters. Training conditions, rapid response capabilities, and operational coordination will all be significantly improved.

By the end of the project, Moldova’s national network of territorial and volunteer fire stations will expand from 25 to 35 units, strengthening the country’s rapid emergency response capacity, particularly in rural areas.

Renovation works are scheduled for completion by September 2025. The total budget allocated for this grant call is up to 4.2 million MDL.

The ”EU4Moldova Resilience – Secure State, Resilient Communities” project is funded by the European Union and implemented by Solidarity Fund PL in Moldova. The initiative aims to strengthen the resilience of the Republic of Moldova in the face of security challenges and to support local communities in building a safer future.

The second international “Future-Fit Cities Forum” has officially concluded in Moldova, bringing together around 100 development actors, including mayors from the Eastern Partnership (EaP) countries, development institutions, academia, civil society organizations, and international financial institutions.

Future-Fit Cities Forum Convenes in Moldova Marking the Next Phase of the EU-UNDP M4EG Initiative

The second international “Future-Fit Cities Forum” has officially concluded in Moldova, bringing together around 100 development actors, including mayors from the Eastern Partnership (EaP) countries, development institutions, academia, civil society organizations, and international financial institutions.

Organized under the auspices of the Mayors for Economic Growth (M4EG) Initiative, the two-day forum was a joint effort by the European Commission’s Directorate-General for Enlargement and the Eastern Neighbourhood (DG ENEST), the United Nations Development Programme (UNDP), and partners, reinforcing their commitment to fostering local economic development in the region, kindly hosted by the Moldovan partners in Chișinău.

The forum serves as a pivotal moment, both concluding the second phase of the EU-UNDP M4EG initiative and launching its ambitious third phase for 2025-2028. Since 2021, M4EG has re-built and engaged a network of over 430 municipalities across the EaP region. Nearly 50 municipalities have benefitted from innovative financing for urban development, funding the green and blue energy transition in the Republic of Moldova and Ukraine as well as crucial assistance to refugees and internally displaced persons in the wake of Russia’s war of aggression against Ukraine, but also sustainable tourism in Armenia and green and smart solutions for cities in Azerbaijan and Georgia.

“The European Union has been a prominent support of local authorities and will continue to support a more prosperous future for cities across the Eastern Partnership”, said Jānis Mažeiks, EU Ambassador to the Republic of Moldova. “Through M4EG, we can build a brighter future, a future based on democracy, inclusion, and sustainable growth”.

“Over the past four years, the M4EG initiative has proven that municipalities can be dynamic agents of local change when equipped with the right innovative tools and partnerships,” said Steliana Nedera, Director, UNDP Istanbul Regional Hub. “As we embark on the third phase, we are shifting towards mission-driven local economies, ensuring that cities across the region are prepared for sustainable and inclusive growth.”

The new phase of M4EG will be rolled out around several innovative directions. Among series of intertwined urban activities, it will introduce a bold four-year Mission-Oriented Economy Programme, drawing inspiration from Mariana Mazzucato’s work, the EU’s Horizon Europe initiatives, and the M4EG Phase Two Portfolio Journey. This Programme will support up to 20 secondary cities in shaping and implementing economic transformation strategies tailored to their local context.

Additionally, the initiative will integrate a finance advisory component within the M4EG grant mechanism, enhancing local authorities’ ability to develop investment pipelines and improve finance readiness. This addition will complement the technical support for municipalities, ensuring they are well-equipped to attract diverse investments.

Launched and funded by the European Union (EU) in 2017, the Mayors for Economic Growth (M4EG) Initiative has been managed by UNDP since 2021, in close cooperation with the EU, local authorities, and a diverse range of partners.

The Edinet Water Treatment Plant (WTP) is a 5,85 million EUR flagship investment under the EU4Moldova: Local Communities programme. The construction of the Edinet Water Treatment Plant will ensure safe drinking water for approximately 25,800 residents of Edinet Municipality and Cupcini Town.

Edinet Water Treatment Plant construction has started and will serve approximately 25,800 residents

“I am happy for the residents of Edineț municipality and the town of Cupcini, who will benefit from clean drinking water once the new water treatment plant is inaugurated. Access to clean water is a fundamental right. Caring for people and respect for all fundamental rights are essential preconditions for accession to the European Union. And Moldova, as I stated earlier, is not alone in this journey. The €5.8 million that we have allocated for the construction of the water treatment plant is, in fact, an investment in the well-being of 25,800 people”, declared Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova.

The investments include the construction of a new Water Treatment Plant at the existing site of the Pumping Station No. 4, with a production capacity of 5,184 m³/day, alongside a new power supply system and the reconstruction of high- and low-voltage electrical installations (10 kV line), as well as the rehabilitation of one of two reservoirs. Additionally, a new intake and raw water pumping station will be built at the Racovăț Reservoir/Bădragii-Vechi, with a capacity of 90 l/s and a 1 km pipeline to connect to the existing transmission main pipeline. Finally, the project will upgrade the electro-mechanical components (pumps, electrical control systems) of three intermediate pumping stations to ensure efficient and reliable operation.

Ambassador of the Republic of Austria to the Republic of Moldova, Stella Avallone, added: “For many years, Austria has been a committed partner in strengthening Moldova’s water infrastructure. Through this investment in Edinet and additional efforts in Cupcini and Bratuseni, we are proud to support communities in developing safe, sustainable, and resilient water supply systems that meet the needs of both people and the environment.”

These infrastructure investments will provide access to clean water, which remains a significant challenge in Edinet rayon, where outdated infrastructure has long hindered the communities’, inhabitants and businesses, ability to access safe drinking water. Furthermore, the partial decommissioning of old system components will contribute to improving the overall efficiency of the water supply network and marks a first step toward future investments targeting the reduction of real water losses and leakages.

The State Secretary, Ministry of Infrastructure and Regional Development of the Republic of Moldova, Corneliu Cirimpei, stated: “This project reflects the Government’s strategic priority to modernize Moldova’s water supply and wastewater public services and ensure that citizens across the country have access to clean drinking water. We are grateful to our international partners for making this long-awaited project a reality.”

This project is funded by the European Union (EU), the Austrian Development Cooperation (ADC) and Republic of Moldova. The project is implemented by the Austrian Development Agency (ADA) and is part of EU4Moldova: Local Communities programme, funded by the European Union (EU), the German Federal Ministry for Economic Cooperation and Development (BMZ), the Austrian Development Cooperation (ADC) and the Ministry of Foreign Affairs of the Republic of Poland – Polish Aid.

In celebration of International Roma Day, over a hundred Roma women from across Moldova and Ukraine, as well as their supporters united in a powerful public demonstration of solidarity within the fifth annual Roma Women March, organized by Roma Women Platform “ROMNI” in close collaboration with UN Women Moldova, with the financial support of the European Union, under the EVOLVE4GE project and Sweden.

The EU Delegation and UN Women Moldova supported Roma Women March to champion rights, equality and inclusion

Held as part of Amare Amala: Roma Culture Week, this year’s march celebrated the Roma identity, culture, and the power of collective action, while drawing attention to the systemic inequalities and ethnic stereotypes still faced by Roma women and girls. As per 2024 census, Roma community represents 0.4% of total Moldovan population of 2.4 million.

Despite progress in human rights policy, Roma women continue to encounter multiple, intersecting forms of discrimination, impeding their access to healthcare, education, employment, and justice, while exacerbating their exposure to gender-based violence. Roma women fleeing war in Ukraine are among the most vulnerable, often at risk of trafficking and exploitation.

The President of the Roma Women Platform “ROMNI,” Elena Sîrbu, opened the march with a message of unity: “Today’s march is not just symbolic, it’s a collective call for justice, dignity, and equality. Roma women are strength, resilience, and voice. We rise together and work toward a society where no woman is left behind. Roma women are like you – Roma women have the same rights!”

“This march is a powerful reminder that Roma women are not only demanding equality, but they are also leading the way toward it,” stated Dominika Stojanoska, UN Women Moldova Country Representative. “Their leadership, courage, and lived experiences must be at the center of our work to build a just and inclusive society. UN Women stands with Roma women and girls in this journey not just today, but every day.”

The event included a symbolic stop at the Parliament – where participants shared messages on the status of Roma women in the country and young Roma women highlighted the importance of girls’ education and representatives of NGO ROMNI presented their demands and calls to action aimed at strengthening institutional commitment to Roma inclusion, gender equality, and protection from violence.

The demonstration culminated in a powerful performance staged by young Roma girls in front of the Parliament, portraying the persistent unequal opportunities experienced by Roma versus non-Roma women and girls.

Participants from the Roma community shared that they joined the march to support one another and to make their voices heard. “I experienced discrimination firsthand when I returned from Germany and tried to enroll in high school, being initially turned away. A few years on, I can say things have improved and we are more accepted now. I have many friends today, and we relate to one another as equals,” said Erica, a 17-year-old Roma girl from Otaci.

Samir, a 21-year-old Roma man from Chișinău, emphasized that not only Roma women and girls face challenges due to stereotypes and prejudice, which is why he chose to take part in the march. “Unfortunately, I’ve noticed this is a widespread issue affecting all women, not just those from our community. However, due to ethnic stereotypes, the challenges are even more pressing for Roma women and girls. I believe all women deserve the same rights as men and must be supported to learn, to work, and to thrive.”

Following the march, UN Women Moldova hosted an outreach session tailored to Roma Women’s information needs. The session provided a platform for Roma women and girls to share experiences and gain valuable insights about their rights and other topical issues.

The Roma Women March was preceded by the International Forum “European Cooperation for Roma Inclusion: From Policies to Action” held from 2–3 April, where UN Women Moldova contributed to discussions on increasing Roma women’s participation in decision-making processes, underscoring the importance of inclusive governance and representation.

By joining and supporting such initiatives, the EU, along with UN Women Moldova reaffirms its commitment to amplifying the voices of Roma women and girls, advancing gender equality, and ensuring that no one is left behind. UN Women Moldova will continue to work alongside Roma communities, partners, and state institutions to break down barriers, challenge harmful stereotypes, and build a society where every woman and girl, regardless of ethnicity, can live free from discrimination and violence.
