Aligning to the EU Green Deal objectives: Programme on the promotion of Green and Circular Economy in the Republic of Moldova for the period 2023-2027

EU4Environment Green Economy is providing support to the Ministry of Environment and the Ministry of Economic Development and Digitalization in the development of the Programme on the Promotion of Green and Circular Economy in the Republic of Moldova for the period of 2023-2027.

Green economy – economic activity based on the concept of sustainable development, the use of renewable natural resources, reducing the consumption of hydrocarbons, one of the important objectives being the protection of the environment. Other objectives are water and waste management, as well as territorial management (organic farming, habitat conservation, afforestation, etc.) 

Circular economy – a generic term used for an industrial economy that is created with the purpose of being restorative and in which the cycle of materials is of two kinds: the biological cycle, where processes act in such a way that the components re-enter the biosphere without negative effects; the second cycle is the technical one, where the components are used very efficiently and do not enter the biosphere.

The granting by the European Council of the status of candidate country to the Republic of Moldova for accession to the European Union (EU) in June 2022 provided, among other things, access to an extensive international market for Moldovan producers, sustainable development, attractiveness for foreign investors, assistance and support for the implementation of reforms in key areas, direct access to European Programmes. This accession transition requires the development of public policy documents aligned with the European Green Deal, building on Moldova’s previous commitments to the green economy promotion.

The purpose of the Programme is to promote the implementation of green economy principles and the adoption of the circular economy principles in the Republic of Moldova in harmony with economic development and social well-being.

The programme is a medium-term public policy document (5 years), which derives from the National Development Strategy “European Moldova 2030”, the draft Environmental Strategy 2030, the objectives of the European Green Deal and the achievements of the Programme on the promotion of Green Economy in the Republic of Moldova for the years 2018-2020 and associated Action Plan. The development of the Programme is coordinated by the Inter-ministerial Working Group for the promotion of the green and circular economy.

The Programme under development will put forward a number of objectives, measures and targets to be achieved, taking into account the cross-cutting policy framework and documents. At the same time, ensuring alignment with the objectives and priorities of the NDS for the development of the country in the medium and long term, reflecting the strategic direction of the Republic of Moldova towards a sustainable development through economic growth, social development, green job creation and care for the environment.

The development of the Programme and the activities of the Working Group are supported by the EU-funded EU4Environment Green Economy programme, as part of its component on “Promoting green economy, policy coherence and cross-sectoral coordination”, which is implemented by the UN Environment Programme (UNEP).
