Civic Monitoring of the Police Reform in Moldova
The “Civic Monitoring of the Police Reform in Moldova” project highlights the importance of civilian oversight of non-governmental organizations in relation to the implementation of reforms, as well as the right of citizens to participate in the decision-making process. The overall objective of the project is to strengthen the accountability, efficiency and transparency of the police reform in the Republic of Moldova.
The project has been officially released on the 1st of July 2019, this event being attended by the representatives of the Ministry of Internal Affairs and the General Police Inspectorate, national and international experts, as well as H.E. Mr. Peter Michalko, Ambassador of the European Union Delegation to Moldova.
The event included the presentation of the objectives and activities of the project, the methodology for monitoring the Police Development Strategy for 2016-2020, as well as the agreement on the delivery of EU budgetary support for the implementation of the police reform strategy.
Later, on 11 October 2019, in the context of project implementation, the Promo-LEX Association and the Moldovan Police have signed a partnership agreement. The document sets out the principles of cooperation in order to achieve the monitoring and external supervision of the implementation of the Police Development Strategy for 2016-2020.
Report no. 1 on the civic monitoring of the police reform, developed for the period 2016 – 2018, has been made public on the 20th of October 2019. It represents a summary of post-factum data on the level of implementation of the reform, formed by comparing the content of official police reports with the comments of Promo-LEX experts.
The Promo-LEX Association found that most of the sub-actions fulfilled are related to the approval of the legal, normative or regulatory framework, while most sub-actions, which were unfulfilled refer to the institutional reorganization. On the same lines, at least 5 sub-actions remained unfulfilled because the approval of the Regulation on the organization and operation of the GIP and personnel thereof was being delayed. Recently, from 13 to 15 November 2019, in the context of this project, the training entitled “Public Communication in support of Police Reform” was held for a group of 26 press officers of the GPI. The aim of the training was to meet the needs of communication specialists, greater emphasis being placed on the importance of proactive communication about the police reform.
