On the 9 of May, when celebrating Europe Day, The European Union and the Republic of Moldova signed today the EU Reform and Growth Plan for Moldova, the largest EU financial support package since Moldova’s independence. The Plan will boost Moldova’s economy, provide significant financial assistance, and bring the country closer to EU membership by accelerating reforms.

The document was signed by European Commissioner for Enlargement Marta Kos and Moldovan Prime Minister Dorin Recean in the presence of the country’s President Maia Sandu. Marta Kos is visiting Moldova from 9 to 11 May, with a nationwide tour timed to coincide with Europe Day.

“Can’t think of a better time and place to sign our Growth Plan than here in Chisinau on Europe Day,” Marta Kos posted on X. “The plan is our biggest support package to Moldova yet and a clear sign that we want to see a prosperous and free Moldova firmly anchored in our Union.”

The Reform and Growth Facility for Moldova will provide €1.9 billion in financial support based on a Reform Agenda from Moldova which outlines key socio-economic and fundamental reforms it intends to undertake to accelerate growth and convergence with the EU, and priority investment needs. It will cover all sectors that are vital to promote Moldova’s economic growth and integrate it into the EU single market. Funds will be released twice a year, based on requests by the Government of Moldova and following verification by the Commission that all relevant conditions laid out in the Reform Agenda have been met.

Moldovan Prime Minister called the signing of the Growth Plan Facility Agreement “a historic step” bringing “unprecedented EU funding” for the modernisation of Moldova’s institutions and the growth of the Moldovan economy.
