A new transparency tool for Moldova’s EU Path: the Reform and Growth Facility Scoreboard
As the Republic of Moldova advances on its path towards accession to the European Union (EU), a new public instrument is now available to monitor progress in reforms and EU financial support: the Reform and Growth Facility Scoreboard. Developed by the European Commission under the EU Growth Plan for Moldova, the Scoreboard provides clear, structured and regularly updated information on the implementation of the Reform Agenda agreed between the EU and Moldova, as well as on releases and disbursements of funds under the Reform and Growth Facility.
What is the Reform and Growth Facility Scoreboard?
The Scoreboard is an online, public monitoring platform designed to ensure transparency and accountability in the implementation of EU-supported reforms. It brings together, in a single and accessible interface, information about the reform milestones and targets agreed between the European Union and the Republic of Moldova. It also indicates the status of implementation of these commitments, whether they have been completed, are ongoing, or remain pending, and presents data on the EU funding disbursed in connection with achieved reform steps.
In practical terms, the Scoreboard translates policy documents and technical reform commitments into a format that can be easily consulted and understood by non-specialist audiences. By structuring information in a clear and visual way, it allows to quickly grasp where progress has been made and where further efforts are required.
Why it matters for journalists and media professionals
For journalists and media professionals, the Scoreboard represents more than a repository of information, it is a working tool for evidence-based reporting. It allows reporters to verify official statements against agreed reform benchmarks and to assess whether commitments are being fulfilled within the expected timeframe.
The platform makes it possible to analyse the connection between reform conditionality and EU financial assistance, clarifying how specific achievements trigger the release of funds. It also provides a transparent overview of the financial envelope and the amounts disbursed to date, enabling journalists to follow the use of EU support in a structured manner. When covering sectors such as justice reform, public administration, anti-corruption, economic governance or energy, media representatives can rely on the Scoreboard to identify concrete milestones and measure progress against clearly defined indicators.
How the Scoreboard works
The Reform and Growth Facility operates on a performance-based logic, meaning that financial support from the European Union is linked to concrete reform steps and measurable results. The Scoreboard reflects this mechanism by clearly presenting the agreed reform measures and indicating the progress made by national authorities in implementing them.
It also shows which reform steps have led to the disbursement of EU funds and provides an overview of the overall financial support allocated under the Facility. By connecting reforms with funding in a transparent manner, the Scoreboard illustrates how policy commitments translate into tangible financial flows and, ultimately, into concrete outcomes for citizens.
This approach strengthens accountability and allows the public to better understand the dynamics of Moldova’s EU integration process.
Supporting evidence-based public debate
As public interest in the EU Growth Plan for Moldova continues to grow, access to reliable and structured information becomes increasingly important. The Reform and Growth Facility Scoreboard contributes to a more informed public debate by making official data easily accessible and understandable. It empowers journalists, civil society organisations, researchers and citizens to monitor progress, assess institutional performance and engage in substantive discussions about reform priorities. By enhancing transparency, the Scoreboard supports democratic oversight and fosters trust in the reform process.

Background
On 12 February 2026, an information workshop at Europe Café in Chisinau was organised to present the Reform and Growth Facility Scoreboard to journalists and content creators. The session was facilitated by Ville Majamaa, Team Leader for Moldova at DG ENEST, European Commission. The event provided participants with a practical overview of how the Scoreboard functions. The initiative forms part of the EU’s broader efforts to promote transparency, strengthen data literacy, and support high-quality, evidence-based media coverage of Moldova’s European integration process and the implementation of the Reform and Growth Facility.
