EU-backed energy efficiency upgrades begin at two major hospitals in Moldova

23/10/2026

• Renovation and energy efficiency works begin at two major hospitals in Moldova.

• EUR 72.4 million investment in 10 national hospitals supported by the European Union, EIB Global, the EBRD and the Government of the Republic of Moldova.

• More than 1 million patients and 10,000 healthcare professionals to benefit, with energy consumption expected to fall by around 40%.

Renovation and energy efficiency works have started at the Clinical Psychiatric Hospital and the “Diomid Gherman” Institute of Neurology and Neurosurgery, the first two hospitals to enter the construction phase under a major investment in Moldova’s healthcare infrastructure.

The works are part of a EUR 72.4 million investment in 10 national hospitals, supported by the European Unionthrough EUR 12.4 million grant, together with EIB Global, the development arm of the European Investment Bank, the European Bank for Reconstruction and Development (EBRD) and the Government of the Republic of Moldova. Delivered through the Moldova Energy Efficiency Project (MEEP), the programme aims to reduce energy use and improve conditions for more than one million patients and over 10,000 healthcare professionals.

The official launch for the first two hospitals was held at the Clinical Psychiatric Hospital in Chișinău, offering a first-hand look at the renovation already in progress and the energy efficiency measures to follow. The initial works cover the main block and the Children’s Unit at the Clinical Psychiatric Hospital, as well as Block 2 of the “DiomidGherman” Institute of Neurology and Neurosurgery.

Planned measures include thermal insulation, replacement of windows and doors, modernisation of individual heating substations for district heating, installation of photovoltaic panels, as well as improvements to fire safety and accessibility for people with reduced mobility. The renovation contracts are valued at around EUR 10 million for the Clinical Psychiatric Hospital and approximately EUR 2 million for the “Diomid Gherman” Institute of Neurology and Neurosurgery. A separate EUR 573,000 contract covers technical supervision at both sites.

Dorin Junghietu, Minister of Energy: “This is one of the most ambitious energy efficiency programmes of its kind in Moldova. Bringing ten national hospitals into one coordinated renovation effort allows us to tackle energy consumption at scale. Once completed, the upgrades are expected to cut energy use across these facilities by around 40%. This moves us beyond isolated interventions towards a broader approach to energy efficiency that also supports Moldova’s energy security.”

Alexandru Gasnaș, Minister of Health: “For patients and healthcare workers, these renovations are about better conditions and hospitals that are better equipped for the demands of modern care. Lower energy bills will also ease pressure on hospital budgets, allowing more resources to be directed where they are needed most. The works are being carefully planned so that hospitals remain fully operational and medical services continue without disruption.”

Iwona Piórko, EU Ambassador to the Republic of Moldova: “European integration should be felt in people’s everyday lives, including in the quality of the public services they rely on. Modernising these hospitals means better conditions for patients and medical staff, while making essential infrastructure more efficient and resilient. Through the EU’s Growth Plan for Moldova, we see Moldova’s European path delivering tangible improvements for people.”

Karl Nehammer, EIB Vice-President, responsible for the Bank’s operations in Moldova: “Hospitals provide essential services, around the clock. That makes efficiency and reliability especially important. Bringing these facilities closer to modern European standards means using energy better and creating hospitals that are more efficient, dependable and ready for the future. We are proud to be part of this change and to help Moldova build healthcare infrastructure people can rely on for generations to come.”

Giuseppe Grimaldi, Head of EBRD in Moldova: “Greening public infrastructure is an important part of Moldova’s transition to a more sustainable economy. Hospitals are a strong place to start, because improvements made here can show what is possible across the wider public sector. By reducing energy use and emissions, these renovations show how the green transition can deliver practical results in places that matter to people.”

Renovation at the Clinical Psychiatric Hospital is expected to be completed in February 2028, followed by the “DiomidGherman” Institute of Neurology and Neurosurgery in March 2028. Preparations for the renovation of the other eight hospitals are progressing, with the next stages of procurement expected to be launched progressively from late 2026 and throughout 2027.

Moldova Energy Efficiency Project runs until June 2029 and includes an additional EUR 10 million EU grant for energy efficiency improvements in residential buildings.
