The Moldova Growth Plan is the EU’s biggest financial support for Moldova. It will help Moldova’s economy get closer to the EU over the next ten years and speed up reforms, improving access to the EU single market. The plan will bring investments for jobs and growth and, most importantly, improve everyday life for people.
The Reform and Growth Facility Regulation
Funding under the Growth Plan is channelled through the Reform and Growth Facility, which ensures that payments are directly linked to the successful implementation of reforms outlined in the Reform Agenda.
Under this Facility, payments are conditional on meeting pre-defined steps and deadlines. Pre-conditions, general conditions, and performance conditions must be met for each disbursement. This approach ensures that financial support from the Growth Plan effectively drives the reforms needed for Moldova’s economic convergence with the EU and progress toward EU membership.

The Commission announces the EUR 1.9 billion Growth Plan for Moldova, underpinned by a Reform and Growth Facility for 2025-2027.
After having assessed that Moldova has fulfilled four reform indicators, the European Commission announces the first regular payment under the Growth Plan (EUR 18.9 million) and calls on businesses to invest in the country.
The Growth Plan will transform Moldova into a dynamic, competitive, and prosperous economy, moving it closer than ever to full European Union membership
