
Moldova is Europe – Support for EU Integration
Project Description
The overall objective of this project is to support the Moldovan authorities in establishing accountable and resilient governance systems for European integration. This will be achieved by strengthening the internal capacity of the public administration to implement reforms, enhancing strategic planning and sectoral policy-making, improving policy management capabilities, and increasing stakeholders’ knowledge, awareness, and capacity to align with and implement EU policies, legislation, and regulations (the “acquis communautaire”).
Specific Objective
The specific objectives of this contract are as follows:
1. Increase the level of administrative and institutional capacity to effectively align with and implement the EU acquis, to successfully carry out accession negotiations and to develop the ability to take on the obligations of EU membership, in line with the Copenhagen criteria;
2. Achieve progress in implementation of the priorities set out by the future Moldova Growth Plan, in order to develop a functioning market economy and the capacity to cope with competition and market forces in the EU.

Expected Results
The expected outputs of this contract are as follows:
1. The deployment of up to 13 EU High Level Advisers (EU HLAs) to provide long-term support to the key central administration actors in developing and implementing reforms, transposing and implementing the EU acquis and ensuring the security and resilience of the country;
2. The design and delivery of technical expertise and capacity building activities and materials, in view of attaining the two specific objectives of the project;
3. The implementation of at least three internship programmes for local students and young graduates in Moldovan public institutions, to attract young people to the public service and support the strengthening of the administrative capacity of the Republic of Moldova.
