
Top-down and bottom-up resilience-building in Moldova
Project Description
Moldova faces growing threats from Kremlin’s malign influence and its domestic proxies, including political parties and disinformation outlets, with examples ranging from Kremlin-financed protests to election interference and smuggling operations. In this context, it is important to strengthen the resilience of Moldovan society - especially its youth - against foreign information manipulation and interference (FIMI), and also the capacities of public institutions to communicate effectively and transparently.
The project aims to strengthen Moldovan society’s resilience to FIMI through two complementary approaches. The first focuses on grassroots efforts to improve media literacy, especially among youth, through journalism, peer education by trained “Disinfo-gurus,” and support for regional media. The second targets public officials, enhancing their strategic communication skills to better explain public policy to citizens.

Specific Objective
This project aims to reinforce the resilience of Moldovan society against foreign information manipulation and interference (FIMI), with a focus on the following specific objectives:
- Enhancing media literacy among Moldovan youth, making them more informed and less susceptible to FIMI.
- Strengthening the strategic communication capacities of civil servants, enabling them to more effectively counter disinformation.
- Reducing the influence of Russia-controlled media on vulnerable societal groups, particularly in the Gagauzia region.

Expected Results
The project will deliver high-quality articles and engaging multimedia content on FIMI and disseminate it to the public, with a particular focus on reaching young people aged 16–30. Young Moldovans (ages 16–30), particularly activists, teachers, journalists, and other interested individuals, will possess the skills and resources to serve as "Disinfo-gurus." And at the same time, young people will become more aware of FIMI tactics, techniques, and procedures (TTPs).
As a result of the project, civil servants in Moldova will have enhanced capacities in strategic communication. And independent media outlets in vulnerable regions will produce higher-quality content on FIMI with the support of the project.
