Moldova Energy Independence and Resilience (MEIR)
Project Description
Moldova Energy Independence and Resilience (MEIR) project has been launched to drive meaningful reforms and support the country's transition toward a clean, competitive, and climate-resilient energy future. It supports Moldova’s broader commitment to energy independence, decarbonisation, and climate neutrality by 2050, as well as the binding energy and climate targets by 2030.
The overall objective of the MEIR project is to reshape the country’s energy sector through improving the legislative and regulatory environment in line with the EU and Energy Community Treaty obligations and best practices.
As a signatory of the Energy Community Treaty and the holder of the EU candidate status, Moldova is obligated to implement the core EU energy acquis—covering electricity, gas, renewables, energy efficiency, etc. Tailored technical assistance under MEIR is critical to achieving these obligations, supporting EU accession aspirations, and meeting Moldova’s binding 2030 climate targets and long-term climate neutrality goal by 2050.

Specific Objective
1. Legislative reform & EU alignment
The project will support the transposition and implementation of EU energy legislation (acquis), focusing on Governance Regulation, energy efficiency, renewable energy, and electricity and gas market reforms.
2. Capacity building & institutional strengthening
MEIR will provide tailored capacity-building support to Moldovan authorities and stakeholders. Special attention will be given to developing strategic thinking and planning capacities, and to supporting the adoption of legislation and the implementation of energy reforms.
The project will support the transposition and implementation of EU energy legislation (acquis), focusing on Governance Regulation, energy efficiency, renewable energy, and electricity and gas market reforms.

Expected Results
The Project will:
1. Support the transposition and implementation of energy acquis
• The Project will advance with the work on transposition and implementation of the legal framework of the Republic of Moldova in line with the EU acquis as provided by the Energy Community Treaty as well as the bilateral agreements and EU best practice.
• The project will assist with the drafting of primary and secondary legislation related to energy reforms, as well as rules of procedure and administration, manuals, and guidelines (in line with the Energy Community Treaty/Association Agreements/DCFTAs). Most support efforts will be focused on Governance Regulation, energy efficiency, gas and electricity markets (post-synchronisation topic and cross-border cooperation will not be covered by this Action).
• The Project will support the development of policy guidelines, recommendations and gap analyses related to energy reforms;
