
EU4Law Enforcement - Moldova (EU4LEM)
Project Description
The EU4Law Enforcement in Moldova (EU4LEM) project supports the efforts of Moldovan law enforcement agencies to align with European standards in the fields of security and organised crime prevention. Funded by the European Union, the project will work closely with the Ministry of Internal Affairs and other national authorities to strengthen their ability to prevent and combat serious organised crime. Through expert guidance, risk assessments, and targeted training, EU4LEM will also help key beneficiaries to improve their daily operations, support institutional reforms, and promote cross-border cooperation. Regular workshops and knowledge exchanges with EU partners will contribute to the adoption of modern practices and digital tools in line with Moldova’s Digital Agenda. As a result, the project will boost internal security, enhance the rule of law, and bring Moldova closer to EU values and practices in law enforcement.
Specific Objective
The overall objective of this action is to enhance the effectiveness of Moldovan law enforcement authorities in preventing and combating serious and organised crime.
Specific objectives:
• Firstly, the action aims to support the further alignment of Moldova’s law enforcement framework with the EU acquis and established European best practices.
• Secondly, it seeks to strengthen the institutional and operational capacities of national law enforcement bodies to effectively address serious and organised crime.
• Thirdly, the action will contribute to reinforcing internal security and improving cross-border cooperation between Moldovan law enforcement agencies and their counterparts in the region and the European Union.

• Secondly, it seeks to strengthen the institutional and operational capacities of national law enforcement bodies to effectively address serious and organised crime.
• Thirdly, the action will contribute to reinforcing internal security and improving cross-border cooperation between Moldovan law enforcement agencies and their counterparts in the region and the European Union.
Expected Results
• To support the alignment with the EU acquis, a monitoring and reporting mechanism will be established. Progress will be achieved at legislative, institutional, and operational levels to bring Moldova’s law enforcement sector closer to EU standards.
• To strengthen Moldova’s capacity to combat serious and organised crime, modern policing methods will be enhanced across the country, with greater focus on intelligence-led and forensic-based approaches. In parallel, the organisational structure of law enforcement agencies will be improved, including human resources, asset management, equipment, and the integration of IT systems to support more effective cooperation.
• To reinforce internal security and cross-border collaboration, the regionalisation of the police will be further advanced. Intervention capacities for maintaining public order and security will be strengthened. Cross-border cooperation will be improved, particularly in terms of information exchange and the ability to participate in joint investigations.
