Strengthen the capacities of the General Inspectorate for Migration for the implementation of the migration management and asylum legislation in line with EU acquis
Project Description
This EU Twinning project is assisting the General Inspectorate for Migration and the Government of Moldova strengthen their institutions and align national laws and practices with European Union standards in the area of migration and asylum. The project is being implemented by a consortium of three EU Member States: Sweden (lead partner), Greece and Romania, who bring their knowledge and experience to help Moldova improve their migration management, in a peer to peer method.
All activities of the project are being developed jointly with Moldovan authorities, based on their actual needs within the frame of the project. There will also be a close cooperation with organisations already active in this area, such as the United Nations Refugee Agency (UNHCR), the International Organization for Migration (IOM), and the International Centre for Migration Policy Development (ICMPD). Ultimately, the goal of this Twinning project is to assist Moldova create a modern, efficient, and fair migration and asylum system that protects people’s rights, supports public institutions, and meets the standards required for joining the European Union. This project directly supports this process, particularly in the area covered by Chapter 24 of the EU negotiations, which focuses on justice, freedom, and security.

Specific Objective
The overall objective is to strengthen the capacities of the General Inspectorate for Migration (GIM) in the implementation of migration management and asylum in line with the EU acquis. The specific objective of this Twinning project is to strengthen the capacities of the GIM to align with commitments taken by the Republic of Moldova in the framework of the EU integration process – Chapter 24. Further objectives are:
- to assess the procedures in place and to adjust them to EU requirements and institutional setup at the territorial level;
- to build institutional capacity to plan, prioritise and implement effective migration and asylum policies;
- to strengthen public institutions by improving staffing, funding, digital tools and communication systems;
- to improve procedures and coordination between national and local authorities;
- to ensure quality services and integration support for migrants and asylum seekers, while promoting cooperation across sectors and institutions.

Expected Results
- Strengthened institutional and administrative capacity of the inspectorate in aligning and in implementing EU acquis and best practice;
- Support national authorities to align their legislative framework with the asylum, refugees, statelessness and foreigners system to EU and international standards;
- Reinforce the capacity of the state to respond to any increased influx of migrants, asylum seekers and refugees, paving the way for foreigners’ integration.
