Shielding Moldova’s Democracy and Electoral Integrity

Project Description
The project supports national institutions and key stakeholders in protecting the integrity of electoral processes and reinforcing public trust in democracy. It focuses on preventing and addressing risks that can undermine elections, including undue influence, information manipulation, and weaknesses in regulatory and institutional frameworks. Through technical assistance, expert analysis, and capacity-building activities, the project contributes to stronger governance, more transparent electoral practices, and improved coordination among relevant actors. It also promotes adherence to democratic standards, human rights, and the rule of law, in line with Moldova’s European integration aspirations. By strengthening institutional capacities and democratic safeguards, the project aims to ensure that elections remain credible, inclusive, and resilient to internal and external challenges.
Specific Objective
The project aims to contribute to credible and well-run elections in the Republic of Moldova by strengthening electoral resilience and enhancing national capacities to prevent, detect, and respond to threats to electoral integrity. The specific objectives of the project are to:
1. Strengthen the capacity of the CEC and key stakeholders in electoral risk management, resilience, and crisis response through assessments, training, and simulation exercises.
2. Integrate structured risk management tools and practices into electoral operations to support timely identification and mitigation of electoral risks.
3. Enhance the monitoring and oversight of online electoral campaigns and campaign finance, including the detection of illegal spending and coordinated harmful online activities.
4. Increase the availability of analytical information and regular reporting on risks and threats affecting electoral integrity, particularly in the digital environment.
5. Improve coordination and policy dialogue among state institutions, civil society, and digital platforms to support compliance, information sharing, and effective joint responses to electoral integrity threats.
Expected Results
By the completion of the project, the following results are expected to be achieved:
1. Strengthened electoral risk management framework at the CEC, based on a comprehensive assessment of strengths, gaps, and priorities, with lessons learned from election-cycle implementation integrated into future planning and procedures.
2. Improved institutional knowledge and practical skills among CEC staff and key stakeholders in electoral risk management, resilience, and crisis response, supported by a structured toolbox, training materials, simulation exercises, and continuous learning opportunities.
3. Electoral Risk Management Tool (ERMTool) adapted, operational, and sustainably embedded in CEC operations, enabling structured data collection, real-time risk monitoring, informed decision-making, and long-term institutional use through standardized guidelines and procedures.
4. Enhanced capacity to monitor online electoral campaigns and campaign finance, supported by a revised and validated methodology, trained personnel, and access to advanced monitoring tools, including Gerulata Juno, ensuring timely detection and response to digital and foreign interference threats before and after elections.
5. Stronger inter-agency coordination and information sharing on electoral integrity threats, with regular analytical reporting, improved engagement with social media platforms, increased awareness of platform policies, and regional knowledge exchange contributing to a more unified and effective response.
