Principles of Integrated Border Management – advanced in Moldova with the EU support

The Moldova VI Action under the MIEUX+ Initiative, funded by the European Union and implemented by the International Centre for Migration Policy Development (ICMPD) presented the achieved results to the relevant stakeholders in Moldova. The project, which commenced on January 27, 2021, has played a crucial role in advancing integrated border management (IBM) principles in Moldova.

The Moldova VI Action under the MIEUX+ Initiative, funded by the European Union and implemented by the International Centre for Migration Policy Development (ICMPD) presented the achieved results to the relevant stakeholders in Moldova. The project, which commenced on January 27, 2021, has played a crucial role in advancing integrated border management (IBM) principles in Moldova.

The Moldova VI Action, undertaken in collaboration with the General Inspectorate of the Border Police (GIBP) under the Ministry of Internal Affairs, has been a comprehensive effort to ensure the compatibility, coordination, and integration of authorities involved in managing the State border—a pivotal element in fulfilling Moldova’s commitments.

The Moldova VI Action has yielded significant results, including the assessment of Moldova’s national legal and institutional framework for IBM application in line with EU standards. Recommendations for developing an inter-institutional monitoring and evaluation mechanism for IBM Strategy implementation have been provided.

Crucial tools, such as the Practical Handbook and Training Course, have been developed to strengthen the capacities of Moldovan authorities at middle and senior management levels to monitor and evaluate the application of IBM principles. The knowledge and skills of Moldovan authorities have been enhanced to effectively monitor and evaluate the implementation of the IBM Strategy and Action Plan.

In light of the above, the recently concluded training event was designed to equip participants with the skills to apply IBM principles, relevant legislation, and EU and international standards. As a result, the trained officers will be able to conduct on-site evaluation missions, develop reports, recommendations, and intervention measures to enhance border control organization, ensure people’s security, and uphold fundamental human rights.

Over the course of three years, the MIEUX+ Moldova VI Action has conducted assessments, organized workshops, developed handbooks, and conducted training courses, empowering Moldovan authorities with the tools and knowledge needed for self-assessment at various border points.

The overarching goal of the Moldova VI Action has been to ensure the quality management of integrated border management principles in Moldova. Specific objectives included supporting Moldovan authorities in developing an inter-institutional monitoring and evaluation mechanism for the implementation of their IBM Strategy.

The successful completion of the Moldova VI Action marks a milestone in the EU’s commitment to supporting Moldova in achieving its IBM objectives, fostering collaboration and sustainability in border management.

MIEUX (MIgration EU eXpertise) Initiative is since April 2020, MIEUX+, and supports regional organisations, national ministries, local authorities, parliamentary bodies, judicial actors, and civil society organisations in improving the governance and management of migration and mobility.
