The project “Promoting Agricultural Development and Quality Employment for the Most Vulnerable” supports the Republic of Moldova in strengthening institutional and digital governance systems that improve access to quality employment and modern agricultural services, with a particular focus on vulnerable rural populations, hard-to-employ individuals, and smallholder farmers.
The action addresses two interlinked areas. First, it supports the digital transformation of employment and social protection services by modernizing the National Employment Agency’s information systems, enabling integrated case management, improved job matching, and stronger data-driven labour market analysis, with readiness for future alignment with European Employment Services (EURES). Second, it strengthens agricultural governance through support for the national rollout of the Digital National Farmers Register, enhanced institutional capacity within the Ministry of Agriculture and related agencies, and inclusive outreach mechanisms to ensure that smallholders, women, and rural youth can access transparent and efficient agricultural services.
Funded by the European Union and implemented by UNDP, the project contributes to Moldova’s reform agenda, EU accession priorities, and the delivery of inclusive, digital, and citizen-centred public services.

The overall objective of the project is to strengthen institutional and digital governance systems in the Republic of Moldova in order to increase labour market participation and modernize agricultural service delivery for vulnerable rural populations. By advancing inclusive, data-driven, and citizen-centred public services, the project supports Moldova’s reform agenda and EU accession priorities while contributing to decent work, rural resilience, and sustainable economic development.
To achieve this overall objective, the project pursues the following specific objectives:
1. Improve access to inclusive and integrated employment and social protection services by supporting the digital transformation of the National Employment Agency and enabling coordinated service delivery for vulnerable and hard-to-employ groups.
2. Modernize labour market governance and service delivery through the development of an interoperable management information system that enhances job matching, profiling, performance management, and labour market analysis.
3. Strengthen institutional capacity for data-driven policymaking in employment and social protection by improving analytical tools, forecasting capabilities, and evidence-based planning at national and territorial levels.
4. Enhance agricultural governance and service transparency by supporting the national rollout and institutionalization of the Digital National Farmers Register and related digital infrastructure.
5. Promote inclusive rural development and equal access to services by ensuring that smallholder farmers, women, and rural youth can effectively access digital agricultural services and benefit from strengthened public institutions.

By the end of the project, institutional capacity and digital governance systems in the employment and agriculture sectors are strengthened, enabling more inclusive, transparent, and efficient public service delivery in the Republic of Moldova.
A modern, interoperable Management Information System is operational within the National Employment Agency, supporting integrated case management, improved job matching, and enhanced labour market analysis.
Vulnerable and hard-to-employ individuals benefit from better coordinated employment and social protection services, contributing to increased labour market participation and access to decent work.
Public institutions responsible for employment services are better equipped to use real-time data for planning, performance management, and evidence-based policymaking.
The Digital National Farmers Register is rolled out at national level, improving transparency, accountability, and efficiency in agricultural service delivery.
Smallholder farmers, women, and rural youth gain improved access to digital agricultural services, registration mechanisms, and advisory support.
Institutional capacities within the agriculture sector are strengthened to support EU-aligned governance, subsidy management, and future digital systems.
Overall, the project contributes to inclusive economic development, rural resilience, and citizen-centred public services aligned with Moldova’s reform agenda and EU accession priorities.
