EU and the Republic of Moldova: Progress in the Accession Process and €1.7 Billion in Investments

05/11/2026

The Republic of Moldova is making progress towards joining the European Union while continuing to benefit from substantial EU financial and investment support. According to the latest data presented by the European Commission, Moldova has officially opened negotiations on four of the six accession clusters and 24 of the 33 negotiating chapters. In November 2026, the European Commission also presented an indicative roadmap to guide the country’s further progress towards EU accession.

The European Union remains the Republic of Moldova’s main trading partner. In 2025, trade with the EU accounted for 55.9% of the country’s total trade in goods, while 69.8% of Moldova’s exports went to the European market. Meanwhile, EU foreign direct investment in Moldova reached €2 billion.

An important instrument of support is the €1.9 billion EU Growth Plan for Moldova for 2025–2027. So far, the Republic of Moldova has unlocked €661 million by implementing the agreed reforms. The Plan supports infrastructure modernisation, energy security, the development of small and medium-sized enterprises, education and healthcare.

Between 2021 and 2025, the EU provided Moldova with over €1.2 billion in grants and mobilised an additional €1.7 billion for investment projects through the Global Gateway initiative. These investments target the modernisation of transport infrastructure, energy efficiency in public buildings, railway development and the transition to renewable energy sources.

EU support also brings tangible benefits to citizens. In 2025, more than 9,000 small and medium-sized enterprises benefited from EU assistance through the EU4Business initiative. Since January 2026, the Republic of Moldova has also been part of the EU’s Roam Like at Home regime.

Through financial assistance, investments and cooperation in areas such as security, energy, education and trade, the European Union contributes to the modernisation of the Republic of Moldova and its alignment with European standards and the EU market.
