
First Meeting of the EU-Moldova Monitoring Committee on the Reform and Growth Facility

The first meeting of the Monitoring Committee on the implementation of the Reform and Growth Facility took place on 24 September 2026 in Chisinau. The meeting was co-chaired, for the European Commission, by Adrienn Kiraly, Director, Directorate General for Enlargement and Eastern Neighbourhood, and for the Republic of Moldova, by Alexei Buzu, Secretary-General of the government and National Reform and Growth Facility Coordinator.
The participants discussed the progress and challenges related to the implementation of reforms and investments under the Growth Plan, which was launched in spring 2025.
Moldova agreed on the importance of maintaining a high pace of reform implementation, as well as to ensure proper budgeting, monitoring and reporting at the highest transparency standards. Additional measures to scale up investment through the Neighbourhood Investment Platform were also discussed. The sides also agreed on the importance of strong strategic and political steer and increased institutional capacities – including among civil society groups – to ensuring timely completion of reform commitments. Inclusivity is essential to accelerate further achievement of growth enhancing reforms.
In the coming days, the Commission will issue the formal assessment of the reforms that were due by June 2026, and disburse the funds for the achieved steps in early October 2026. The rules of procedure of the Facility Monitoring Committee and the joint conclusions from today’s meeting will be published.
Background information
On 10 October 2024, the European Commission proposed a Growth Plan for Moldova, worth up to €1.9 billion for 2025-2027. In March 2025, the Regulation establishing the Reform and Growth Facility was approved by the Council and the European Parliament. The Growth Plan is underpinned by a Reform and Growth Facility – the financial instrument – and the funding is conditional on Moldova’s fulfilment of reforms agreed between the EU and the Government of Moldova in the so-called Reform Agenda. To date, Moldova has implemented 28 reform commitments and unlocked over €500 million under the Facility.
The Growth Plan is the largest ever EU financial support package for Moldova. It supports Moldova’s economic convergence with the EU and helps bring the country closer to EU membership by accelerating reforms and improving Moldova’s access to the EU’s single market. In addition, the Growth Plan will mobilise investments for jobs and growth and, most importantly, transform the lives of ordinary citizens.
Under the Growth Plan, the European Commission has launched a Call for Expressions of Interest and called on businesses to invest in the country. In addition to the traditional support for SMEs in Moldova through guarantees and technical assistance, the EU is now ensuring that the companies with which a Letter of Intent during the investment conference was signed get adequate support to realise their projects. 115 companies applied to the call and 10 letters of intent have been signed. The valuation of the proposals is now close to finalisation and additional projects that could benefit either from direct EU support or support from the IFIs present in Moldova have been identified.
