Reform Support Teams: Supporting Implementation of Priority Reforms in Critical Sectors and Accelerating Progress towards EU Market Integration

Project Description
The Reform Support Teams (RST) Programme, initiated by the European Bank for Reconstruction and Development (EBRD) and supported by the EU, aims to strengthen Moldova’s public administration by embedding Moldovan experts in key government institutions. Launched in early 2023, the programme addresses critical challenges such as brain drain and limited institutional capacity, helping Moldova advance its EU integration agenda. By attracting skilled professionals - including those returning from abroad - the RSTs have contributed to significant reforms across sectors, including energy, infrastructure, and state-owned enterprises, while also facilitating foreign investment and legislative alignment with EU standards.
Specific Objective
General objective:
• To strengthen the administrative capacity of the Government of the Republic of Moldova to implement priority reforms that accelerate economic development and facilitate integration into the European Single Market.

Specific objectives:
• Enhanced administrative capacity to accelerate alignment with EU acquis and market integration, through better prioritisation, design and implementation of structural reforms in key sectors (eg. energy, agriculture, transport, infrastructure, regional connectivity, trade and investment);
• Improved operational efficiency of State Owned Enterprises and progress with SoE privatisation, to reduce the fiscal burden on the state budget;
• Enhanced institutional capacity, governance and coordination across the government on priority reforms to accelerate Moldova’s economic development, improve regional connectivity and secure the country’s energy supplies.
Expected Results
• Strengthened administrative capacity of the government of Moldova to design and implement reforms in priority sectors including energy, agriculture, transport, infrastructure, and connectivity as well as sectors enhancing the country’s investment attractiveness and accelerating its transition towards EU market approximation;
• More efficient and fewer state-owned enterprises, reducing the fiscal burden on the state and generating more budgetary headroom for expenditure on socio-economic policy priorities;
• Enhanced coordination within the government to improve evidence-based policies and reforms; monitor and evaluate their implementation; and carry-out mid-course corrections to ensure desired results are achieved.
