BRIM - Building Resilience in Moldova
Project Description
The Building Resilience in Moldova (BRIM) will focus on strengthening public resistance to disinformation. The initiative enhances the capacity of Moldovan organisations by providing technical and financial support while fostering collaboration among key stakeholders through the Independent Centre for Countering Disinformation (ICDC) in Chisinau. Through BRIM, local organisations will receive assistance to implement counter-disinformation campaigns, while strategic cross-sectoral events will facilitate knowledge exchange and cooperation. By equipping organisations with the necessary tools and resources, BRIM aims to strengthen their role in combating disinformation, raising public awareness, and improving access to reliable information, especially for vulnerable groups. BRIM seeks to cultivate a more informed and resilient society, capable of recognising and countering disinformation effectively by supporting independent journalism and strengthening the capacity of media and civil society organisations.
Specific Objective
1. Moldovan organisations are more effective in combatting disinformation. Local organisations will access technical and financial support to deliver counter-disinformation campaigns and activities. These supported organisations will access the technical and organisational capacity building through training and mentoring to help them gain the knowledge and skills to more effectively develop societal resistance to disinformation.
2. Key Moldovan stakeholders across civil society, media, government, academic, private, and creative sectors cooperate and coordinate to counter disinformation. Local stakeholders – particularly civil society, media, and the government – will work closely together on countering disinformation and building resilience to malign influences through the Independent Centre for Countering Disinformation (ICDC), launched by IWPR, in Chisinau.

Expected Results
BRIM will enhance the capabilities of Moldovan organisations, equipping them with the knowledge and skills to effectively and safely counter disinformation. These organisations will take the lead in implementing locally driven counter-disinformation initiatives. Cross-sectoral events organised through the ICDC will foster greater coordination and collaboration among civil society, media, academia, government, and other stakeholders, strengthening a whole-of-society approach to countering disinformation in Moldova.
As a result of the Action’s interventions, Moldovan citizens - particularly the most vulnerable - will gain increased awareness of disinformation narratives, improved access to reliable and objective information, and enhanced media literacy and critical thinking skills, contributing to greater societal resilience against disinformation.
IWPR will collaborate with local co-applicant Independent Press Association (IPA), a key NGO supporting independent and pluralistic media in Moldova. Established by representatives of Moldova’s first independent newspapers and press agencies, IPA plays a crucial role in media development through journalist training, advocacy, and public interest media campaigns. Through BRIM, IWPR will strengthen IPA’s financial and technical management capacities, providing ongoing coaching to enhance its sustainability and impact.
