
EU4Security Moldova
Project Description
EU4Security Moldova supports the professionalisation and modernisation of Moldova’s law enforcement system in line with EU standards. The project helps strengthen the Ministry of Internal Affairs and its agencies through better training, digitalisation, and specialised tools to respond to current and emerging security threats.
The action develops continuous and practical training for police, border police, carabinieri, and emergency responders, ensuring officers are better prepared to serve and protect communities. It introduces modern learning methods, including online platforms, train-the-trainer programmes, and EU-tested needs assessments, to build a sustainable system for professional development.
To address new crime challenges, the project also establishes a cyber lab for investigating digital crime and a national firearms focal point to combat illegal weapons trafficking. At a strategic level, it provides expertise to support Moldova’s EU accession path and reforms in public safety and trust.
Ultimately, the project aims to reinforce public confidence in law enforcement, improve cooperation with EU partners, and enhance Moldova’s resilience in a complex regional security environment. The main beneficiaries are Moldovan citizens, who will benefit from safer communities and more professional, accountable, and modern security institutions.

Specific Objective
1. The proposed action aims to contribute to the overall objective of enhancing state and societal resilience and socio-economic recovery, with a particular focus on stability and peace, as well as providing opportunities for all in an inclusive manner.
2. The specific objective aims to improve human capital and operational capacities for the delivery of professional security/migration service for the benefit of all residents in Moldova to the highest EU standard.
3. To strengthen the human resources capacities and training capacities of MIA.
4. To foster a training culture that promotes the delivery of a coordinated, multiannual, multidisciplinary, and multi-layered portfolio, with an emphasis on hands-on and interactive methods.
5. To consolidate police capacities to fight organised crime.
