EU4PUBLIC ORDER

Project Description
EU4Public Order supports the strengthening of Moldova’s law enforcement system by enhancing the institutional and operational capacities of the Ministry of Internal Affairs and the General Inspectorate of Carabinieri. Implemented by the Italian Arma dei Carabinieri under the coordination of the EU Delegation to Moldova, the project promotes alignment with EU Member States’ standards and best practices in public order management.
Its key actions focus on capacity building, digitalisation of internal processes, support for the implementation of the reform of public order, and the enhancement of communication and visibility. The initiative aims to develop an accountable and citizen-oriented law enforcement structure that upholds integrity, gender equality, and respect for human rights in all aspects of public order and security. The main beneficiaries are represented by the General Inspectorate of Carabinieri.
Specific Objective
Overall objective: Strengthen Moldova’s law enforcement system by enhancing the institutional and operational capacities of the Ministry of Internal Affairs (MIA) and the General Inspectorate of Carabinieri (GIC).
The project promotes alignment with EU standards and international best practices in public order management, supporting a law enforcement structure that is accountable, citizen-oriented, and rights-based. By improving the coordination, effectiveness, and reliability of law enforcement operations, EU4PublicOrder aims to foster public trust, ensure security in both ordinary and critical situations, and strengthen the capabilities of Moldovan authorities to respond to emerging challenges while upholding human rights, gender equality, and professional integrity.

Specific Objectives:
- Improve public order management and law enforcement practices in line with EU standards and internationally recognised procedures, ensuring that GIC personnel can effectively prevent and respond to incidents, maintain public safety, and protect citizens’ rights.
- Support the digitalisation of internal processes, including administrative workflows, reporting systems, and operational communications, to enhance efficiency, data driven decision making, and transparency across law enforcement institutions.
- Facilitate the implementation of the public order reform by providing technical advice, guidance, and support to strengthen operational coordination, procedural compliance, and the overall performance of the law enforcement system.
- Enhance communication and visibility strategies to improve the public image of law enforcement institutions, raise awareness of their role, and strengthen engagement with citizens, local authorities, and other stakeholders.
- Promote integrity, gender equality, and respect for human rights in all operational and administrative activities, ensuring that the principles of accountability, fairness, and inclusion guide daily practices and decision making.
Expected Results
The project is expected to strengthen the operational and institutional capacities of the Ministry of Internal Affairs (MIA) and the General Inspectorate of Carabinieri (GIC) by addressing identified priority needs. Law enforcement personnel will receive targeted training on public order management, crowd control, counterterrorism, and human rights compliance at squad, platoon, and company levels. Digitalisation of operational processes will be enhanced through IT System Modules 2 and 5 for Mobile Companies, integrated event logging, operational control, and situational dashboards, enabling real-time data sharing and efficient resource management. Standardised procedures, intervention plans, and classification systems will improve coordination among regional units and align activities with national and EU standards. Procurement of essential IT infrastructure and equipment for GIC regional companies will support field operations and secure communication. Communication and visibility strategies are expected to enhance public trust and transparency. Overall, the project will establish a coordinated, rights-based, and accountable public order system capable of rapid and effective responses to ordinary and critical security situations while ensuring interoperability and operational efficiency.
