Strengthening the rights of minorities in the Republic of Moldova (Phase II)
Project Description
The initiative aims to strengthen the protection, promotion and fulfilment of minority rights in the Republic of Moldova by enhancing institutional capacities, supporting civil society and media engagement, and improving the use of minority-related data in line with human rights standards. Building on the progress achieved during the first phase of the EU-funded programme “Strengthening the Rights of Minorities in the Republic of Moldova”, the new phase provides more coherent and sustained support to public authorities, civil society actors and other duty-bearers. The project focuses on improving institutional practices related to minority rights, fostering more inclusive participation of minority communities, and promoting a human rights-based approach to data collection and analysis. Through these combined efforts, the initiative contributes to creating an environment in which minority communities are better protected, more effectively represented and able to exercise their rights more fully.
Specific Objective
General objective: Improving the respect, protection and fulfilment of minority rights in Moldova
Outcome 1: State structures increasingly apply their strengthened capacity on minority rights
Outcome 2. Enhanced institutional and organisational capacity of civil society organisations to promote minority rights
Outcome 3: State institutions apply a human rights-based approach to data on minorities in their work and use human rights indicators.

Expected Results
Outcomes results:
-With the support of the UN Human Rights at least one policy document (National Human Rights Strategy) that promote human rights and minorities’, including Roma was developed under the project.
-The knowledge of participants in training activities on the ECHR's best practices in the field of equality and non-discrimination has increased by at least 60%.
- 3 CSOs strengthened their institutional and organizational capacity through subgrant management.
- 15 interventions supported and carried out to promote minority rights.
- 200 vulnerable Roma increased their access to public services.
- 1000 vulnerable Roma improved their awareness and skills of how to access public services through Roma community mediators’ support and legal consultation; (at least 50% are women).
- The knowledge of participants in training sessions for employees of the National Bureau of Statistics on a human rights-based approach to data has increased by at least 70%.
-Four sets of indicators in the field of human rights have been finalised.
