Strengthening civil society organisations in the Republic of Moldova to advance home affairs reforms and EU integration through engagement with the Ministry of Internal Affairs

Project Description
The proposed Action is designed to create a conducive environment for CSOs to engage meaningfully in policy development and reform, in close coordination with the MIA, aiming to advance themes covered under Chapter 24 of the EU acquis. Through structured policy dialogue mechanisms, CSOs will have a more systematic role in reviewing MIA-led initiatives, producing policy recommendations, formulating evidence-based policy recommendations, and contributing to a rights-based, inclusive reform process.
Specific Objective
The Specific Objective (Outcome 1) is to ensure Moldovan CSOs collaborate with the MIA with strengthened capacities in a conducive environment to advance reforms in the areas of migration, border, and security and contribute analysis and recommendations for policy developments, ensuring alignment with the EU standards/Chapter 24.
The intervention logic follows a structured results chain and will deliver on results centred around three components:
• Output 1.1: CSOs have strengthened capacities to engage with MIA’s home affairs reform
• Output 1.2: CSOs and MIA have enhanced coordination and policy dialogue mechanisms
• Output 1.3: Community-based outreach and awareness campaigns are developed to support MIA reforms and the EU accession
Expected Results
Civil society organizations (CSOs) in the Republic of Moldova will have strengthened capacities, enhanced thematic expertise, and functional mechanisms for collaboration with public authorities in the fields of internal affairs, security, and migration. Through active and qualified engagement in reform processes, CSOs will contribute to the establishment of a more transparent and inclusive institutional framework, aligned with the requirements of Chapter 24 of the EU acquis. The intervention will foster increased civic participation, evidence-based public policy development, and effective monitoring of progress within the European integration process.
