Prevention, Preparedness and Response to natural and human-induced disasters in the Eastern Partnership countries – phase 4 (PPRD East 4)

Project Description
PPRD East 4 represents the fourth phase of the EU’s flagship programme supporting the Eastern Partnership countries in strengthening their Disaster Risk Management (DRM) systems and enhancing cooperation with the Union Civil Protection Mechanism (UCPM). This phase builds on the substantial results achieved in PPRD East 3 and focuses on replicability, sustainability and national ownership, while advancing the approximation of partner countries to the EU acquis communitaire in civil protection and disaster risk management, in line with the EU Disaster Resilience Goals and the EU Preparedness Union Strategy.
Specific Objective
1. Strengthen capabilities of Partner Countries to prevent, prepare for, respond to and recover from natural and human-induced disasters, and to further enhance their disaster risk management governance.
2. Support further integration into the UCPM of the new Participating States, as well as the countries eligible to join the UCPM.
3. Increase Partner Countries participation in and cooperation with the UCPM, including regional and cross-border cooperation.

Expected Results
1. Emergency preparedness plans and standardised operational procedures tested through simulation in pilot areas, with revitalised cross-border coordination; enhanced early warning strategies; institutionalised volunteerism and improved inter-agency coordination.
2. Peer exchanges and workshops foster mutual learning and regional cooperation through peer exchanges and workshops; participation in forums (Civil Protection and Humanitarian Forums).
3. Enhanced cross-border and sub-regional cooperation among Eastern Partnership countries, including transboundary risk assessment and response with the design and implementation of a regional full-scale exercise.
