The programme addresses critical data gaps on the socio-economic vulnerabilities of Roma in Georgia, Moldova, and Ukraine. Core activities include mapping Roma settlements, conducting geo-referenced household surveys, and undertaking qualitative studies on themes such as personal documentation, labour market discrimination, and intersecting vulnerabilities of women. A Digital Social Vulnerability Index (DSVI) will be developed to visualize inequalities at the community level. UNDP will also produce three thematic reports and ensure that findings from both the quantitative and qualitative studies are disseminated through national and regional events, to promote their use in policy-making. From the outset, Roma CSOs and mediators, together with national steering committees, are engaged to ensure participation, ownership, and credibility. UNDP’s Regional Hub leads regional coordination and quality assurance, while Country Offices support fieldwork, consultations, and national-level dissemination

The overall objective of the project is to narrow the gap in multi-dimensional poverty and access to socio-economic rights between Roma and non-Roma men and women in Georgia, Moldova and Ukraine by contributing to evidence based decision-making and more informed and focused policy debate on Roma inclusion.

The specific objectives are to
1. Understand the socio-economic risks facing the Roma community through vulnerability assessments in selected Roma and neighbouring communities in Georgia, Moldova, and Ukraine, including communities hosting Roma refugees or Internally Displaced Persons (IDPs).
2. Inform policy making, programme design and implementation through quantitative and qualitative investigating selected topics related to Roma exclusion and challenges facing Roma, Roma refugees and IDPs in Georgia, Moldova, and Ukraine.
3. Construct a digital social vulnerability index - an online tool illustrating access to public social services exclusion faced by Roma and vulnerable non-Roma.

A geo-referenced quantitative regional Roma Survey, covering Georgia, Moldova and selected provinces of Ukraine prepared and fielded; making the results available through different online platforms; and ensuring that results are ready for use by those influencing Roma inclusion policies and programmes;
3. A geo-referenced qualitative analysis on a selection of themes in Georgia, Moldova, Ukraine, completed and results available through different online platforms and ready for use by those influencing Roma inclusion policies and programmes.
