Improving Moldova’s Access to the EU Single Market and Advancing State-Owned Enterprises Reform

Project Description
The project brings together three implementing partners: Expertise France (EF) as the Lead Organization, the Czech Development Agency (CzDA), and the Slovak Agency for International Development and Cooperation (SAIDC). Its main objective is to support Moldova’s EU accession process by strengthening the country’s institutional and regulatory framework for integration into the EU Single Market while improving governance, transparency, and performance of state-owned enterprises and public assets, in accordance with EU and OECD standards. On the one hand, its first component related to Moldova’s integration into the EU Single Market, is carried out by both CzDA and SAIDC. It will notably support the MDED into this process by strengthening the quality infrastructure and data-sharing mechanisms between customs and market surveillance authorities; supporting the development of industrial parks and state aid schemes; and strengthening the practical implementation of the Single Market acquis. On the other hand, its second component related to the SOEs Reform agenda will be implemented by EF, and includes support for the implementation of the state ownership policy and the triage mechanism, strengthening governance and performance monitoring of SOEs, improving public asset management processes, and building the capacity of the MDED and the PPA.
Specific Objective
The project includes two distinct but complementary components, the first one being implemented by the CzDA and the SAIDC, and the second one being implemented by Expertise France. Their respective Outcomes are the following:
1. Improving Moldova’s Access to the EU Single Market;
2. Advancing SOEs reform and Public Asset Management.
Expected Results
1. Strengthening institutional quality infrastructure aligned with EU Single Market requirements, while developing industrial parks to boost enterprise competitiveness.
2. Strengthening institutional capacity for practical implementation, enforcement, and administrative cooperation under EU Single Market acquis, as well as digital interconnection and data-exchange ecosystem established between Customs, market surveillance institutions, and EU systems.
3. Supporting effective implementation of the State Ownership Policy, SOE triage, and strategic management, and supporting institutional capacity building for MDED and PPA.
4. Strengthening governance of SOEs and governance of SOEs by the State.
5. A transparent, predictable and efficient public asset management process (including privatisation, restructuring, public-private partnerships, concessions, and trust management) is supported.
