The Mîndru Family with Four Children from Popeasca Village, Ștefan Vodă District, Reduced Their Electricity Bills Thanks to the Government’s EcoVoucher Program

23rd of July 2026, Chișinău – Ina Mîndru, a mother of four children from Popeasca village, Ștefan Vodă district, benefited from the EcoVoucher Appliance Voucher Program, which enabled her to replace her old washing machine with a new, energy-efficient model.

For the Mîndru household, the washing machine is one of the most essential home appliances. With four children, laundry is done every day, and the proper functioning of this appliance has a direct impact on the family’s daily routine. Their old washing machine consumed a significant amount of electricity due to its low energy efficiency class and no longer met the needs of their large family.

Moreover, when the old washing machine suddenly broke down, replacing it became a necessity. However, due to financial constraints, the purchase had to be postponed. The EcoVoucher Program, financially supported by the European Union, made it possible for the family to purchase a new energy-efficient appliance, which has already helped reduce their electricity bills.

“Our old washing machine suddenly broke down. At first, I thought about calling a repair technician. In a large family, postponing such an expense is difficult. We do laundry constantly. The children change clothes in the morning, in the evening, they go out to play and come back with more clothes to wash,” says Ina Mîndru.

Around the same time, Ina received an SMS informing her that she had been selected to receive a 6,000 MDL voucher under the EcoVoucher Program.

“At first, I couldn’t believe it. I thought it might not be real. To make sure, I called the program’s Green Line number indicated in the SMS. They confirmed that I had indeed received a voucher and that I could use it to buy either a refrigerator or a washing machine. Since ours had just broken down, I chose the washing machine,” she recalls.

EcoVoucher Provides Real Support for Families

After confirming the voucher, Ina Mîndru visited one of the program’s partner stores to choose a new washing machine. The financial support provided through the EcoVoucher Program covered most of the appliance’s cost, while the family paid only the remaining difference.

“We added another two thousand lei and bought an energy-efficient washing machine with a larger capacity,” she says.

The purchasing and delivery process was simple. After completing the necessary documents, the new washing machine was delivered directly to the family’s home, while the old appliance was collected for recycling.

“I filled in a request for home delivery and for them to take away the old machine. That’s exactly what they did. Everything happened very quickly,” the beneficiary explains.

The new washing machine better meets the family’s needs while helping reduce electricity consumption. For large families, energy-efficient appliances mean not only greater comfort but also lower monthly electricity expenses. According to the beneficiary, the program provides tangible support to households that cannot always afford to replace an old, energy-consuming appliance immediately.

What does the EcoVoucher Program Offer?

  • Government support for purchasing a new energy-efficient household appliance that consumes less electricity and helps reduce energy bills.
  • A 6,000 MDL voucher, covering up to 70% of the cost of a refrigerator (energy classes A-D) or a washing machine (energy class A).
  • Access to high-quality household appliances that combine energy efficiency, durability and compliance with European standards.
  • Free collection and recycling of the old appliance.

Priority is given to families with two or more children and households where two residents are over the age of 63.

The EcoVoucher Appliance Voucher Program was developed by the Government of the Republic of Moldova with the financial support of the European Union. The current edition is implemented by the National Center for Sustainable Energy (CNED) under the project “Energy Efficiency and Renewable Energies for Moldova” (E4M), implemented by GIZ together with the Government of the Republic of Moldova and financed by the German Government, with co-financing from the European Union, Norway and Denmark.
