EU4Security Moldova project: Cyber lab inauguration takes place in Chisinau

On 31 January 2025, Minister of Internal Affairs Mrs Daniella Misail-Nichitin and Ambassador of the European Union to the Republic of Moldova, Jānis Mažeiks, inaugurated the new Cybercrime laboratory developed and equipped by the EU under the project EU4Security Moldova project. The laboratory’s aim is to facilitate Moldova’s law enforcement in conducting advanced digital investigations, thus contributing to the country’s efforts to effectively combat cybercrime.

The EU4Security Moldova project, funded by the European Union and implemented by CEPOL, established this advanced laboratory to provide Moldova’s Police General Inspectorate with the necessary infrastructure, tools, resources, and expertise in the field of digital investigations. The inauguration of the Cyber lab is a testimony of the strong and long-lasting cooperation between the European Union and the Republic of Moldova in security and cybersecurity/cybercrime.   

Daniella Misail-Nichitin, Minister of Internal Affairs of the Republic of Moldova, stated: “It is an honour to launch today this Laboratory because we need advanced technology and software tools to simulate, analyse and manage cyber threats and attacks. Due to the contribution of the European Union through the EU4Security Moldova project and the implementer CEPOL, the National Police is now able to support and develop IT skills and ensure a controlled environment for investigating cybersecurity incidents. I wish every success to my colleagues who will work with this cutting-edge technology and many more achievements in combating cybercrime. We also thank our partners for always being with us and helping us become better and more efficient.”

Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova, highlighted: “The EU is proud today to deliver this strategic and advanced technology worth over 1,1 million EUR. It aims at ensuring that our Moldovan friends will continue to have the means to be trained, to operate in this every-day more complex digital world. It is our responsibility to do so for our closest partners, but also more broadly to strengthen European collective resilience and contribute to an open, safe and secure European cyberspace. Let me also thank the national authorities for their commitments and already implementation of this new technology in line with our highest standards and deeply ground in the promotion of rule of law, human rights, fundamental freedoms, and democratic values.”

Alexandru Niculiţă, Head of CEPOL International Cooperation Unit, added: “Cybercrime is one of the greatest threats to our societies. Overcoming this challenge requires constant investment, upgraded skills and adaptation. CEPOL reached a significant milestone by delivering the cyber lab and reaffirming its commitment to Moldova to fight against cybercrime. From this perspective, CEPOL will continue the efforts to strengthen the institutional framework and upgrade the skills of law enforcement officers in Moldova.”

Additionally, on 31 January, the EU4Security Moldova Steering Committee met in Chisinau. Representatives from the Ministry of Internal Affairs, the Delegation of the European Union to the Republic of Moldova, and CEPOL took stock of the project’s progress over its first year of implementation, highlighting key achievements, challenges, and future plans. Discussions also covered the project’s upcoming initiatives aimed at sharpening the skills of the country’s law enforcement officials, enhancing cross-border cooperation, and fostering the creation of professional networks beyond borders.
