Moldova Roads Rehabilitation IV

Project Description
The Moldova Road Rehabilitation Project, financed by the European Bank for Reconstruction and Development (EBRD), aims to halt the deterioration of Moldova’s road network and ensure key road links are properly maintained to support economic growth and regional integration. Initially launched in 2013 with a €150 million sovereign loan, the project has facilitated the rehabilitation of key road sections across Moldova. In November 2022, an additional €100 million loan was provided to finance further road rehabilitation and cover cost increases under signed works and supervision contracts in line with the price adjustment mechanism. The project contributes to improving regional infrastructure, facilitating trade and transport efficiency, and supporting road sector reforms for more sustainable and well-managed road maintenance systems.
Specific Objective
The project will support Moldova's economic development and bring operational efficiency from improved regional infrastructure through the rehabilitation of the key road network. Additional financing will continue to support the Government's efforts to halt the deterioration of the road network in Moldova; ensure key road links are maintained to acceptable standards to facilitate economic growth, regional integration and trade, including the flow of goods via Moldova; secure a stable trade flow to and from Ukraine, and support the reform of the road sector.
Expected Results
The Project will contribute to transition in the following ways:
1. Expansion of the private sector by supporting the planned privatisation of state-owned road maintenance companies.
2. Continuation of the road maintenance system reform through the development of a strategy for the introduction of performance-based contracting (PBC), including PBC readiness assessment, development of PBC contract templates, as well as capacity building of the state road administration and road maintenance companies.
3. Improvements in road safety regulations.
4. Capacity building and reform agenda focus at the Ministry of Infrastructure and Regional Development.
5. Capture the impacts of the integration of the transport network and the resultant increased economic activity.
