Technical Assistance on Developing e-procurement system in the Republic of Moldova

Project Description
The project aims to support the Government of Moldova in the implementation of its public procurement reforms in line with the European Principles of Public Administration, by offering technical support to the Ministry of Finance for the development of an electronic public procurement system to better serve the citizens and businesses in Moldova.
Specific Objective
- Inception: this component aims to assess the state-of-play of e-Procurement in the country, focusing on the review of the existing e-Procurement system (MTender), as implemented under the support of the European Bank for Reconstruction and Development (EBRD). The conclusions of this analysis are documented in the Inception Report deliverable, providing recommendations and presenting different possible options on the way forward.
- System Analysis and Design: this component includes an in-depth business and system analysis and technical design of the e-Procurement system.
- Development of the e-Procurement system according to the specifications elaborated and agreed during the SA&D component;
- Customisation of existing modules and implementation of new ones.
- Development of the required interfaces to other e-Government tools and external IT systems.
- Preparation of the physical sites for the setup of the necessary environments required in order to allow the installation and the proper operation of the e-Procurement system.
- Initial data population including certain data migration at system launching.
- Execution of system acceptance tests, and support during the execution of User Acceptance Tests (UAT).
- Roll-out of the e-Procurement system into production operation.
- Configurations of the e-Procurement system for its localisation to the Moldovan needs.
- Capacity building and assistance in the development of Public Procurement secondary legislation: this component shall cover the training of IT support staff, the Contracting Authorities and other relevant users of the system. During this component, the contractor will also support the beneficiary in developing the secondary legislation related to e-Procurement
Expected Results
- End-to-end e-procurement system developed and implemented.
- Public procurement stakeholders are capacitated to use the new e-procurement tool.
