Advancing and Monitoring the Rights of the People with Mental Disabilities in Neuro-psychiatric Residential Institutions

Project Description
The project aims to improve the quality of life of persons with intellectual and psychosocial disabilities who live in residential institutions from Moldova. With European Union support, it will also break down the systematic segregation, discrimination, and disempowerment of people with mental disabilities from neuro-psychiatric institutions that keeps them so vulnerably on the margins of society and thereby excluded from community.
Specific Objective
- To empower persons in neuro-psychiatric residential institutions and local CSOs to defend and monitor the rights of persons with mental disabilities in Moldova.
- To promote greater awareness of the rights of people with mental disabilities through their empowerment as self-advocates.
- To consolidate the capacity-building of CSOs in order for them to enhance and to monitor the Convention on the Rights of Persons with Disabilities (CRPD) implementation in neuro-psychiatric residential institutions.
- To combat discrimination of persons with mental disabilities living in neuro-psychiatric residential institutions and promote community for all.
Expected Results
- Persons with mental disabilities from neuro-psychiatric residential institutions will know their rights and will be self-determined to advocate for them.
- Persons from neuro-psychiatric institutions are taken as equal: community people and services providers are positive to them.
- The Hotline services will be developed in order to provide assistance and support to persons with disabilities to defend their rights.
- At least 25 cases of rights violation will be strategically documented.
- At least 25 local CSOs demonstrate capacities on monitoring the implementation of the CRPD in neuro-psychiatric institutions.
- 30 local CSOs will benefit of capacity building on project proposal writing.
- Six grass roots CSOs will benefit of small grants and institutional capacities to implement it.
