EU4Moldova: Building a sustainable health system

Project Description
Coronavirus disease 2019 (COVID-19) is a worldwide, severe public health emergency affecting all people and economies. Republic of Moldova is facing short-term and medium-term challenges to respond to the initial outbreak and to handle a potentially larger number of patients and additional future outbreaks. The pandemic adds critical pressure on the already stretched health and social service delivery systems, exacerbating vulnerabilities of the affected populations.

The overall objective of this action is to mitigate the impact of COVID-19 in the Republic of Moldova thus contributing to their longer-term resilience. The action will support the fight against the virus and while better addressing the health system challenges in catering to the needs of the most vulnerable people. The investments and efforts are aimed at increasing country capacities to respond to similar public health threats, should they occur in the future, and to mitigate their broader impact.
Specific Objective
Overall objective: To contribute to mitigate the impact of the COVID-19 outbreak in Moldova and contribute towards the longer-term resilience of its health system.

Specific objectives:
SO (Outcome) 1: Contributing to strengthening the national capacity to respond to the COVID-19 public health emergency.
SO (Outcome) 2: Contributing to strengthening the management of essential health services delivery and their resilience.
Expected Results
Health and first-line workers have received qualitative protective gear.
Health care facilities have access to the COVID-19 treatment, equipment, and supplies.
Relevant personnel have been trained to use personal protective equipment, and on case management.
Capacity for COVID-19 detection scaled up in line with optimal strategies.
Citizens have received timely and high-quality information to act at individual level (risk communications and community engagement).
Support primary care strengthening to ensure access to and restore essential health services.
Service delivery and health financing arrangements to support primary care level in delivering essential health services.
Support the delivery and access to essential health services through digital health technologies.
