International observation of the 2023 Local Elections in the Republic of Moldova

Project Description
The European Network of Election Monitoring Organizations (ENEMO) deployed an International Election Observation Mission (IEOM) to monitor the 2023 local elections in the Republic of Moldova, held on 5 and 19 November, at the invitation of the Central Election Commission. This mission aimed to evaluate the electoral process, ensuring transparency, integrity, and adherence to international democratic standards and Moldova’s legal framework. With a Core Team of experts in Chișinău and Long-Term Observers (LTOs) stationed in key regions, ENEMO conducted a comprehensive assessment of the electoral environment, management, campaigning, gender representation, and dispute resolution mechanisms.
Specific Objective
- Deploy an International Election Observation Mission (IEOM), including a Core Team (CT) of election experts, Long-Term Observers (LTOs), and potentially Short-Term Observers (STOs) to monitor the 2023 local elections.
- Enhance electoral integrity in Moldova by assessing the 2023 local elections and delivering reports and statements on their conduct.
- Advocate for improvements in Moldova’s electoral process by promoting ENEMO’s final report and recommendations to key electoral stakeholders.
Expected Results
- Election Day processes at polling stations observed, with preliminary findings released.
- Observed the pre-election campaign period and published an interim report.
- Comprehensive data collected and a final report on the 2023 local elections published, and shared with stakeholders.
- Advocacy meetings conducted with domestic and international stakeholders to promote the final report’s recommendations and foster improvements in Moldova’s electoral framework.
