PGG III: Combating discrimination, hate speech and hate crimes in the Republic of Moldova
Project Description
This project seeks to contribute to better protection of rights of vulnerable groups and minorities, as well as to build the capacity of state authorities, legal and law enforcement professionals, civil society, etc., to adapt domestic frameworks in line with European and international standards, and to apply those standards to combat discrimination, hate speech and hate crime in the Republic of Moldova.
This project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe “Partnership for Good Governance”. It builds on the results of the previous phases of the Partnership for Good Governance in the field of promoting equality and non-discrimination (Phase I 2015-2018 and Phase II 2019-2023).

Specific Objective
The overall objective is to support the improved record of reforms to combat discrimination, hatred, and racism in line with European standards, including to better protect ethnic and sexual minorities.
Objective 1:
Moldovan institutions and other non-state stakeholders are aware of the dangers posed by hate speech to the society and their effects in the country and take initial steps to respond to hate speech in a systemic manner.
Objective 2:
Moldovan institutions improve their capacities to react to discrimination and hate motivated incidents and attacks, in line with ECRI standards/recommendations and with other European standards.
Objective 3:
Local level institutions and non-state stakeholders increase their awareness of hate speech, as well of the dangers of hatred to societies, and are able to respond to it.

Expected Results
The project will work through a combination of tailored policy/legislative review, disaggregated data collection, capacity-building and awareness raising actions, networking and peer-to-peer activities.
1. Relevant institutions and non-state stakeholders in the Republic of Moldova are better equipped for fighting against discrimination and hatred and for a better protection of vulnerable groups.
2. Strengthened capacities of the national stakeholders to react to discrimination and hatred in line with ECRI standards/recommendations and with other European standards.
3. Increased awareness in the Moldavian society on the danger of discrimination and on the importance of taking a stand against hatred and discrimination.
