Twinning air quality and environment project

Project Description
In the context of the Republic of Moldova's accession to the EU, this Twinning project aims to increase the pace of approximation and implementation of the acquis communautaire in the fields of air quality and air pollution reduction, environmental information, circular economy/waste management and sustainable management of chemicals. Air pollution is the largest environmental health risk in Europe and Moldova is not an exception, facing major environmental challenges. The air quality and waste management are two linked key-areas; for example, unregulated open burning of wastes causes significant air pollution. Moldova has already taken the first steps in waste management by promoting the circular economy, but there is an urgent need to develop an integrated waste management system that aims to increase recycling and waste reduction. The environmental data management system also needs to be modernised by introducing new operational methods and tools which will improve air quality monitoring and management etc. Another objective of the project is to develop Moldova’s institutional capacity on the sound management of chemicals. These changes will ensure that citizens, authorities and various stakeholders have easy access to open and updated environmental data.
Specific Objective
The overall objective of this Twinning project is the sustainable development and protection of the environment for present and future generations. This can be achieved by strengthen the capacity of the Republic of Moldova to fulfil environment related commitments in line with the EU-Republic of Moldova Association Agreement, the EU Integration process and international agreements.
The specific objective is to increase the pace of approximation and implementation of the acquis communautaire in the fields of air quality, environmental information, circular economy/waste management and sustainable management of chemicals.
Expected Results
The project aims to achieve a series of results that would enhance sustainable development and environmental protection.
- strengthening the legal and regulatory framework and strengthening institutional capacities for implementation, monitoring and control (enforcement);
- creating and operationalising an integrated system for environmental data;
- creating an integrated waste management system, that contributes to reduction in the amount of landfilled waste and increase in recycling rates;
- strengthening the legal and regulatory framework as well as institutional and staff capacities for the sound management of chemicals, including dangerous substances.
