Training and Operational Partnership Against Organised Crime II (TOPCOP II)

Project Description
The second phase of the project "Training and Operational Partnership against Organised Crime (TOPCOP)" continues to support Eastern Partnership countries in their fight against organised crime. The project aims to further enhance operational effectiveness and joint efforts between the Eastern Partnership and the EU, strengthening the strategic and operational cooperation across the region to address criminal threats.

Building on the achievements of the first phase of the TOPCOP project (2020-2024), the new phase strengthens regional cooperation by improving mechanisms for information sharing, joint operations, and regional initiatives. It aims to build the institutional capacities of law enforcement agencies by fostering internal training capabilities, developing sustainable training programmes, and establishing a network of local trainers and mentors. The training portfolio places greater emphasis on specialised and advanced topics, addressing the region's evolving crime landscape. Additionally, the project has broadened its scope to include emerging threats, enabling beneficiaries to stay ahead of technological advancements and criminal innovations.
Specific Objective
The project’s overall objective is to reduce organised crime across the Eastern Partnership countries. The new phase of the project "Training and Operational Partnership against Organised Crime (TOPCOP)" continues to advance operational effectiveness and joint efforts to combat criminal threats.

The specific objective is to increase effectiveness of joint response mechanisms between Eastern Partnership and EU Member States’ law enforcement authorities in investigating and combating organised crime and criminal threats.

Expected Results
1. Improved strategic and support networks facilitating inter-agency cooperation and exchange of knowledge, information and good practices across regions in the field of criminal investigation and the fight against organised crime.
2. Increased knowledge and operational capacities of law enforcement officials and/or other stakeholders of the Eastern Partnership Region in combating key forms of organised crime.
3. Increased strategic and analytical dialogue on serious and organised crime threats affecting the Eastern Partnership region.
