Promoting the Clean Energy Transition and Connectivity in the Eastern Partnership Countries – EU4Energy Phase III (CEER)

The EU-supported project Promoting the Clean Energy Transition and Connectivity in the Eastern Partnership Countries – EU4Energy Phase III, implemented by the Council of European Energy Regulators (CEER), aims to foster the low-carbon and clean energy transition and connectivity in the Eastern Partnership countries. Covering five components, CEER will assist Armenia to promote a fully integrated and competitive electricity sector, Azerbaijan in facilitating sustainable energy sector reforms and strengthening governance frameworks, as well as promote connectivity in the South Caucasus and Türkiye, ensure regional cooperation and raise the visibility of the EU4Energy programme’s actions and impact in all five Eastern Partner countries.
Obiectivul specific
Contributing to the accelerated transition to interconnected, secure, sustainable, and low-emission energy systems in the Eastern Partnership countries
Through the following special objectives:
1. Promoting a fully integrated and competitive electricity sector supported by an independent regulatory institution in Armenia;
2. Facilitating sustainable energy sector reforms and strengthening governance frameworks in Azerbaijan;
3. Advancing regional energy connectivity through coordinated collaboration among South Caucasus stakeholders, including Türkiye;
4. Enhancing regional cooperation on Evidence-based energy regulation and support capacity building in sustainable energy education across the Eastern Partnership.
Through the following special objectives:
1. Promoting a fully integrated and competitive electricity sector supported by an independent regulatory institution in Armenia;
2. Facilitating sustainable energy sector reforms and strengthening governance frameworks in Azerbaijan;
3. Advancing regional energy connectivity through coordinated collaboration among South Caucasus stakeholders, including Türkiye;
4. Enhancing regional cooperation on Evidence-based energy regulation and support capacity building in sustainable energy education across the Eastern Partnership.

1. Fully liberalised Armenian electricity market
2. Gradual electricity market opening in Azerbaijan
3. Progress towards structured, multi-country regulatory coordination on cross-border energy interconnection planning and implementation in the South Caucasus and Türkiye
4. Increased alignment with the EU energy acquis and EU best practices in the Eastern Partnership
5. Increased visibility of the EU4Energy program in the Eastern Partnership
