Support to the Modernisation of the Customs Service of the Republic of Moldova in line with AA requirements

Project Description
The overall objective of the Twinning project is to support the Republic of Moldova (RoM) in the necessary preparation for implementing the Single Window (SW) and the New Computerized Transit System (NCTS) - requirements foreseen in the chapter on the Deep and Comprehensive Free Trade Area (DCFTA) of the Association Agreement (AA).

Within the framework of this project, the Customs Service will benefit from consultancy and methodological support from European experts, in the efforts undertaken towards the implementation of the Convention on a common transit procedure and the Convention on the simplification of formalities in trade in goods and implementation of the New Computerized Transit System.
The Single Window is a facility that allows parties involved in trade and transport activities to lodge standardized information and documents with a single entry point, in order to fulfill all import, export, and transit related regulatory requirements.
Thus, the economic agents, customs brokers and road haulers are exempted from the obligation to submit the necessary documents for examination to several control agencies.
Specific Objective
- To support the Republic of Moldova in the necessary preparation for implementing the Single Window (SW) and the New Computerized Transit System (NCTS) - requirements foreseen in the chapter on the Deep and Comprehensive Free Trade Area (DCFTA) of the Association Agreement (AA).
- The Customs Service will benefit from consultancy and methodological support from European experts, in the efforts undertaken towards the implementation of the Convention on a common transit procedure and the Convention on the simplification of formalities in trade in goods. As a result, Republic of Moldova’s accession to these conventions will create the needed conditions for the implementation of the NCTS.
Expected Results
- Drafting the legal framework regarding common transit system and simplification in trade in goods, in line with the requirements of the Convention on a common transit procedure and the Convention on the simplifications of formalities in trade in goods including defining and implementing the Single Administrative Document.
- Drafting the legal framework and technical specifications for suitable IT system linked with the implementation of the SW approach.
- Supporting the implementation of the Convention on a common transit procedure and the Convention on the simplification of formalities in trade in goods.
- Enhancing customs controls and involvement of stakeholders in the context of the SW and the Convention on a common transit procedure and the Convention on the simplification of formalities in trade of goods.
- A communication strategy is in place for effective awareness-raising on the benefits of the SW, the common transit system and simplification of formalities in trade in goods.
- Training program and tools for regular training for stakeholders on their obligations arising from the DCFTA Agreement and the introduction of new or modified customs procedures and process are developed and elaborated.
