Building Bridges, Facing Challenges - building bridges between the civil society and communities on the two banks of Nistru River

Project Description
The action aims at fostering sustainable partnerships and capacity of civil society actors on both banks of Nistru river through the establishment of cross-river platforms of cooperation at community level. East Europe Foundation (EEF) and its partners Agency for Regional Development of Transnistria (ARD), Center for Innovation and Social Development (CISD) in Transnistria, Independent Institute for Law and Civil Society Tiraspol (ILCS) and European Partnership for Democracy (EPD) have been working in various areas of support to civil society at different levels to support local development and better services for citizens in Moldova, being recognized as stable partners, but also as key resources for the development of grass-root CSOs.

The project will strengthen the role of civil society organizations and networks in creating social mechanisms of confidence building. This action will contribute to the implementation of the EU/Moldova Association Agreement to support the active involvement of civil society, to promote democratic values and respect for human rights.
Also, it will strengthen the regional cooperation, between different regions of Moldova, Transnistria being of special interest in this sense. In this context involvement of civil society actors and the creation of cooperation networks between CSOs and local communities in the regions will contribute to conflict mediation and confidence-building involving non-state actors.

The partners of the project will contribute to boost the capacity of civil society organizations, initiative groups and media in the region to meaningfully participate in confidence-building processes between the two banks of the river. In doing so, the project will enable effective mechanisms for collecting experience through the establishment of effective learning mechanisms and facilitating replicability of used techniques.
Specific Objective
- Building cooperation mechanisms between civil society actors on both banks of the river that will result in transfer of good practices in community development, social service delivery, consumer protection, youth engagement, social entrepreneurship and respect for human rights.
- Improve capacities of CSOs on both banks of Nistru river to participate in local multi-actor partnerships, within sound organizational arrangements in order to support community development, social services, protection, youth engagement and social entrepreneurship development.
- Establish partnerships and build confidence between CSOs from Transnistria and their counterparts from other regions of Moldova to actively participate in national policy formulation, using advocacy, coalition building and CSO involvement.
- Contribute to the improvement of access and quality of community services offered by CSOs in Transnistria in remote areas, based on participatory tools, stimulating informed demand and proper service delivery.
Expected Results
- Bridges are built between communities and CSOs from Transnistria and all over the country and best practices are shared on community development, social service delivery, consumer protection, youth engagement, social entrepreneurship and respect for human rights.
- Tools are created to capitalize the experience and knowledge in participatory governance, community mobilization and service delivery.
- Innovative mechanisms created and capacities of CBOs strengthened to conduct participatory needs assessment and ensure community development at local level.
- At least 100 local CSOs from Transnistria and other regions of the country are enabled to cooperate in order to advocate for change, mobilize communities, including women and vulnerable groups, activate participation in local processes.
- Coalitions of CSOs at national level are strengthened to be more inclusive towards CSOs from Transnistria.
- At least 20 CSOs from Transnistria interested in advocacy work and national policy formulation have capacities to meaningfully participate in advocacy processes at national level.
- Basic community needs-based services and joint initiatives developed and piloted by CBOs and initiative groups in at least 20 communities within cooperation projects between the two banks of Nistru river.
- At least 20000 persons in targeted communities benefit of greater access to needed community services and a larger involvement in community life.
