Strengthening public order and security for the citizens of Мoldova supported by the European Union and Team Europe

The new EU-funded project EU4Public Order has started its activities for a three year implementation period and with a budget of EUR 2 million. The project is being implemented under coordination of the resident expert (Italian Carabinieri – Arma dei Carabinieri) Lt. Colonel. Fabio Ficuciello, deployed in Chișinău since 1st of September.

EU4Public Order is designed to strengthen the capacity of the public order forces within the Ministry of Internal Affairs (MIA) of the Republic of Moldova, enabling the institutions to provide services at the highest level, in line with European Union practices. The project supports the MIA law enforcement force giving special attention to the General Inspectorate of Carabinieri in its tasks related to public security and order. It covers both the prevention and the fight against crime, while advancing human rights.

“Through this project, with a budget of EUR 2 million and an implementation period of 36 months, we will make major improvements in the way the Ministry of Internal Affairs and the General Inspectorate of the Carabinieri carry out their work, emphasising transparency, accountability and professionalism. The modernization of our services will bring direct benefits to the citizens of the Republic of Moldova, by increasing the efficiency and quality in maintaining public order and safety,” stated Minister of Internal Affairs Adrian Efros.

“With our new project, we aim at fortifying public security and order in line with the best EU standards. Thanks to the high-level expertise of Italian Arma dei Carabinieri, an increased number of officers and agents will benefit of high-quality learning opportunities and improved equipment. The project will improve safety of citizens during authorized events, but also will help public order forces to ensure crowd control and management during unauthorized and violent street demonstrations, implying respect for human rights, gender balance, and privacy,” declared Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova. 

“This project marks a significant step forward in the partnership between Italy, the European Union, and the Republic of Moldova. Through the expertise of the Arma dei Carabinieri, which has a longstanding cooperation with the Moldovan Carabinieri in many fields of activity, we are committed to supporting Moldova in enhancing its public order and security forces, in full alignment with EU standards and principles. Together, we are strengthening the rule of law and safeguarding the fundamental rights of all Moldovan citizens,” stated Edmondo Cirielli, Deputy Minister of Foreign Affairs and International Cooperation of the Italian Republic, who was accompanied by Ambassador Lorenzo Tomassoni.

The components of the EU4Public Order project aim to support the implementation of the “National Strategy for Public Order and Security”. Its activities will include training and consultancy, as well as upgrading digital equipment.

The project aims to increase the professionalism and performance of public order institutions in the Republic of Moldova in compliance with the best EU standards, with a focus on public order and security. The project will also contribute to the further promotion of human rights, privacy and data protection, gender equality in the provision of security services for the benefit of citizens.

The signing ceremony of the new EU-funded project EU4Public Order took place in June 2024. The project has just started on 1st of September 2024, with the deployment of the Italian expert, Lieutenant Colonel. Fabio Ficuciello.

Background information

The EU4Public Order project, funded by the European Union, will be implemented by the Arma dei Carabinieri from Italy. The project, with a total budget of €2 million, officially started in September 2024 and will be implemented over the next three years.
